About this role

Site Infrastructure Management is seeking a Project Portfolio Manager to lead and manage a ~$100M portfolio of complex decontamination, decommissioning, demolition, and disposition projects within the Transition and Disposition (T&D) portfolio. This position is in the Site Infrastructure Management (SIM). You will report directly to the Project Management Division Lead.

The successful candidate will provide technical and operational leadership for a portfolio of demolition and disposition (D&D) projects involving the removal of legacy facilities. This position directly manages assigned complex and strategically significant projects while leading, coaching, coordinating, and integrating the broader portfolio team.

Site Infrastructure Management (SIM) provides integrated capabilities in strategic site vision and planning, project delivery from concept through execution, removal of legacy facilities, and maintaining and operating facilities.

By aligning institutional infrastructure demands for mission support with project development and day-to-day operations, SIM ensures that LLNL’s sites and buildings are reliable, resilient, and maintained to be ready to meet the evolving national security mission.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Lead a portfolio of concurrent projects, integrating scope, schedule, budget, risks, resources, and performance.
  • Directly manage assigned complex, high-priority, or strategically significant projects within the portfolio, with accountability for scope, cost, schedule, risk, technical performance, and closeout.
  • Establish portfolio priorities, execution strategies, and long-range plans.
  • Provide leadership, direction, coaching, and technical oversight to project managers, construction managers, coordinators, and matrixed project teams.
  • Coordinate with customers, facility stakeholders, technical organizations, management, regulators, and other partners to define requirements and resolve project issues.
  • Ensure projects comply with applicable safety, environmental, quality, security, regulatory, and project-management requirements.
  • Monitor portfolio performance; identify risks, issues, opportunities, and dependencies; and develop mitigation and recovery actions.
  • Oversee scope definition, cost estimating, schedule development, resource planning, acquisition strategy, and change control.
  • Prepare and communicate portfolio status, forecasts, risks, opportunities, and recommendations to management and customers.
  • Foster a collaborative, accountable, and customer-focused culture that promotes continuous improvement in project delivery.
  • Support the development and implementation of common portfolio-management processes, tools, metrics, and best practices across the Site Infrastructure Management.
  • Perform other duties as assigned.
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor’s degree in engineering, construction management, project management, business, or a related technical field, or an equivalent combination of education and relevant experience.
  • Extensive experience leading complex technical, operational, facilities, infrastructure, construction, or capital-asset projects.
  • Demonstrated experience leading or managing projects involving facility transition, deactivation, decommissioning, demolition, waste disposition, environmental management, or site reuse in a regulated environment.
  • Demonstrated experience independently managing complex projects from initiation through closeout, including scope definition, cost and schedule baselines, risk management, stakeholder coordination, change control, and performance reporting.
  • Demonstrated experience managing a portfolio or multiple concurrent projects, including scope, cost, schedule, risk, resources, and stakeholder expectations.
  • Advanced knowledge of project-management principles, project controls, cost estimating, scheduling, risk management, and performance reporting.
  • Demonstrated ability to lead multidisciplinary and matrixed teams and influence outcomes across organizational boundaries.
  • Advanced written, verbal, facilitation, negotiation, and presentation skills.
  • Demonstrated ability to advise management and customers on significant project, operational, technical, and resource decisions.
