About this role

We're looking for a Counterintelligence (CI) Analyst within the Counterintelligence Program to conduct counterintelligence and counterterrorism research, analysis, reporting, collaboration, training, and information management to identify threats and support national security stakeholders. You will report to the Supervisory Analyst.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one day per week on non-Alternate Work Schedule work week.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Conduct research and analysis supporting diverse counterintelligence and counterterrorism investigations under direction of senior staff.
  • Collect, analyze, and fuse information from open and secure sources to identify threats and assess foreign capabilities.
  • Provide analytical support to threat assessments and tactical and strategic intelligence products for local and national stakeholders.
  • Support or prepare briefings, debriefings, and presentations concerning foreign nationals, foreign travel, and CI/CT risks.
  • Support DOE data calls, programmatic initiatives, plans, and proposed policy changes.
  • Contribute to collaborations with Laboratory organizations, DOE, national laboratories, the U.S. Intelligence Community (USIC), and law enforcement.
  • Contribute to and deliver counterintelligence awareness and training materials.
  • Enter, retrieve, and manage information in Laboratory and USIC analytical and investigative systems.
  • Perform other duties as assigned.

Additional job responsibilities, at the K02.2 level

  • Independently conduct comprehensive research and complex counterintelligence analysis with limited direction.
  • Produce complex threat assessments and intelligence products.
  • Participate in and, as appropriate, lead collaborative analytical projects.
  • Provide general direction to support staff and junior analysts.
  • Assist senior staff in developing recommendations on programmatic and policy matters.
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that any current active Q or Top Secret clearance with DOE does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret clearance.
  • Bachelor’s degree in a related field, or an equivalent combination of education and related experience/training.
  • Core knowledge of analytic principles, procedures, methodologies, and intelligence-information dissemination.
  • Fundamental understanding of national-security issues related to the USIC.
  • Familiarity with classified and unclassified databases, software applications, and intelligence research tools used to identify and assess foreign capabilities.
  • Core training in areas such as espionage, counterproliferation, weapons systems, and/or foreign intelligence services.
  • Familiarity with hardware, software, and network-system fundamentals.
  • Ability to interpret and apply governmental and Laboratory policies, procedures, orders, and regulations.
  • Sufficient written, verbal, briefing, and interpersonal communication skills.
  • Ability to exercise tact, diplomacy, sound judgment, and discretion with highly sensitive information.

Additional qualifications at the K02.2 level

  • Related intelligence-field experience and applied knowledge of analytic principles, procedures, methodologies, and intelligence-information dissemination.
  • Knowledge and experience addressing national-security issues related to the USIC.
  • Experience using classified and unclassified databases, software applications, and intelligence research tools to identify and assess foreign capabilities using conventional intelligence disciplines.
  • Specialized training in espionage, counterproliferation, weapons systems, and/or foreign intelligence services.
  • Experience interpreting and applying governmental policies, procedures, orders, and regulations.
  • Strong written, verbal, briefing, and interpersonal communication skills.

Qualifications

We Desire

  • Experience supporting CI/CT investigations, threat assessments, DOE data calls, or USIC coordination.
  • Demonstrated ability to communicate complex analytical findings clearly in written products and briefings.

Pay Range

$95,820 - $117,312 Annually for the K02.1 level

$114,900 - $140,712 Annually for the K02.2 level (delete if posting is not a dual)

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.

An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
