Senior Business Analyst || Harrisburg, PA || Hybrid || Contract

Job Description:

We are seeking an experienced Senior Business Analyst to support the modernization of a critical public-sector application used to manage utility-related complaints.

The ideal candidate will have strong experience in requirements gathering, legacy application analysis, Agile user stories, process improvement, and testing/UAT coordination.

The candidate will work closely with business stakeholders, product teams, and developers to document existing functionality, recommend improvements, define acceptance criteria, and ensure the modernized application meets business and compliance requirements.

Key Responsibilities:

• Gather and document business and system requirements.
• Analyze legacy applications and recommend process improvements.
• Develop user stories and acceptance criteria.
• Work with Agile teams using Azure DevOps, Jira, or similar tools.
• Plan and coordinate UAT, execute test scenarios, and track defects.
• Support change management, user adoption, and compliance requirements.

Required Qualifications:

• 7+ years of Business Analyst experience, including at least 3 years in a Senior Analyst role.
• Strong requirements gathering and documentation skills.
• Experience with Agile/Scrum, user stories, and acceptance criteria.
• Experience testing large projects and coordinating UAT.
• Excellent communication, analytical, and organizational skills.

Preferred Qualifications:

• Application modernization or digital transformation experience.
• Business process improvement or reengineering experience.
• Knowledge of WCAG 2.1, accessibility, and public-sector compliance.
• Previous experience with Pennsylvania Commonwealth agencies or similar government organizations.
