Job Description

Avid Systems is seeking an experienced

IT Project Manager

to support a major digital modernization initiative for the Washington Metropolitan Area Transit Authority (WMATA).

This position will oversee complex web and mobile application development projects focused on improving the customer experience across WMATA's digital platforms, including its public website and SmarTrip mobile applications.

The ideal candidate will have a strong background in Agile software development, enterprise application delivery, stakeholder management, and technical project leadership. The role requires experience managing cross-functional development teams, coordinating software releases, and delivering projects on time and within budget.

Key Responsibilities

• Lead and manage complex web and mobile application development projects from initiation through implementation.
• Oversee digital modernization initiatives involving enterprise websites, mobile applications, backend services, and API integrations.
• Coordinate activities across development teams, technical stakeholders, business sponsors, vendors, and senior management.
• Manage project scope, timelines, budgets, milestones, deliverables, and resource assignments.
• Develop and maintain detailed project schedules using Microsoft Project.
• Apply Agile project management methodologies to support iterative software development and delivery.
• Manage project activities using tools such as Jira, Confluence, Bamboo, Bitbucket, and related Agile development platforms.
• Collaborate with business stakeholders to gather requirements, conduct needs assessments, and develop functional specifications.
• Create project documentation, work plans, progress reports, and executive-level status updates.
• Identify project risks, dependencies, and issues and proactively implement resolution strategies.
• Facilitate project meetings, coordinate action items, and maintain communication among stakeholders.
• Partner with technical teams to troubleshoot development and deployment issues.
• Ensure projects meet established quality, security, performance, and operational requirements.
• Coordinate application testing, deployment, and production implementation activities.
• Oversee secure software development practices, including peer code reviews, vulnerability remediation, and code quality processes.
• Support continuous improvement through project retrospectives, lessons learned, and process optimization.
• Maintain alignment with project sponsors to ensure business objectives, technical requirements, and customer expectations are met.

Required Qualifications

• Bachelor's degree in Computer Science, Information Technology, Management Information Systems, or a related discipline.
• Minimum 3 years of experience leading complex web application development projects using Agile software development methodologies.
• Minimum 3 years of experience using Agile software development lifecycle tools, including Jira, Confluence, Bamboo, Bitbucket, or similar platforms.
• Minimum 2 years of experience supporting or managing projects in an IT operations environment.
• Minimum 5 years of hands-on application experience with General Order Track Rights System and Site-Specific Work Plan applications.
• Demonstrated experience managing enterprise software development projects involving cross-functional teams.
• Strong knowledge of project planning, scheduling, requirements management, and risk mitigation.
• Experience developing and maintaining project schedules using Microsoft Project.
• Excellent communication, organizational, leadership, and stakeholder management skills.
• Ability to coordinate technical teams and translate complex technical information into clear project updates and business requirements.

Preferred Qualifications

• Experience supporting transportation agencies, public transit authorities, or other government organizations.
• Familiarity with enterprise web modernization and mobile application development.
• Experience coordinating backend services, APIs, and third-party system integrations.
• Knowledge of C#, .NET, and .NET Core development environments.
• Experience supporting iOS and Android mobile application projects.
• Familiarity with secure software development practices, application security reviews, and vulnerability remediation.
• Experience coordinating application testing, releases, and production deployments.
• Strong analytical and problem-solving skills with the ability to manage multiple project priorities.
