Qualifications
Education and Experience: Bachelor's degree and two years of experience in application design, systems analysis, or software development.
Substitution for Bachelor's degree
Relevant IT Associate's Degree.
OR
An Associate's degree and two years of related IT experience may substitute for the bachelor's degree requirement.
Substitution of Experience for Education
Related IT experience may substitute for the required bachelor's degree on a year-for-year basis to a maximum of four years.

Overview
Under general supervision, this classification designs, codes, tests, and maintains complex software applications independently or in teams. Provides technical guidance, supports application integration, and collaborates with stakeholders to implement enterprise systems. This advanced-level developer role handles sophisticated programming tasks, database design, testing, and troubleshooting.
Also provides support and consultation to peers and project stakeholders. This class differs from the Software Developer-Lead in that an incumbent of the latter leads or supervises a development team in the design, modification, coding, code reviews and/or implementation of new or modified complex business applications programs.
Responsibilities
Required or highly relevant experience
- Rhapsody Integration Engine Professional Certification.
- Hands-on experience developing, configuring, testing, implementing, and supporting interfaces using Rhapsody Integration Engine.
- Experience using JavaScript within Rhapsody filters, transformers, routes, mappings, or reusable scripts.
- Experience with Rhapsody communication points, routes, connectors, queues, message tracking, error handling, and monitoring.
- Experience working with HL7 v2.x messages, including message structure, segments, fields, repetitions, acknowledgments, parsing, validation, routing, and transformation.
- Experience writing, modifying, debugging, and maintaining JavaScript within an interface engine or healthcare integration platform.
- Experience using JavaScript to filter, validate, transform, route, enrich, or otherwise process HL7, XML, JSON, or other healthcare data.
- Experience developing or maintaining healthcare data exchanges involving hospitals, laboratories, electronic health records, public health agencies, or other healthcare organizations.
- Experience creating and maintaining message mappings, transformation logic, validation rules, routing rules, error handling, and reprocessing procedures.
- Experience troubleshooting interface failures involving message parsing, JavaScript execution, routing, transformation, connectivity, authentication, certificates, queues, or data integrity.
- Experience with healthcare interoperability technologies such as FHIR, REST, SOAP, XML, JSON, HTTPS, SFTP, or database integrations.
- Experience supporting interface testing, partner onboarding, production implementation, monitoring, incident response, and ongoing operational support.
- Experience creating technical documentation, including interface specifications, data mappings, test plans, troubleshooting procedures, and operational support documentation.
- Ability to work with sensitive healthcare and public health information in accordance with applicable security and privacy requirements.
- Ability to communicate technical issues and solutions effectively to developers, program staff, vendors, healthcare organizations, laboratories, and other stakeholders.
Public health and healthcare integration experience
Experience working with public health information systems, public health agencies, healthcare organizations, laboratories, or other partners involved in the exchange of health-related data.
Relevant experience may include designing, developing, implementing, supporting, or troubleshooting public health interfaces and data exchanges; applying interoperability standards such as HL7 or FHIR; onboarding external partners; supporting data modernization or interface migration initiatives; and working with on-premises, cloud-based, or hybrid integration environments.
Preferred qualifications
- Experience with SQL, relational databases, scripting, digital certificates, secure file transfer, and API testing tools.
- Experience supporting AWS, Azure, GCP, Rhapsody as a Service (RaaS), or another cloud-based integration environment.
- Familiarity with CDA, USCDI, TEFCA, or other healthcare interoperability standards and frameworks.
