The Grants Financial Analyst evaluates the financial feasibility, sustainability, and risk associated with affordable housing development projects and organizations seeking federal grant funding.

This position performs financial underwriting, reviews project budgets and financing structures, analyzes financial statements and audit reports, and prepares written financial analyses and funding recommendations. The analyst also evaluates the financial capacity and accountability of grant applicants and subrecipients to support responsible administration and oversight of federal housing programs.

The ideal candidate combines strong financial analysis skills, advanced Excel proficiency, sound judgment, and the ability to communicate findings clearly while managing multiple assignments and deadlines.

Key Responsibilities

  • Conduct financial underwriting and feasibility analyses for multifamily affordable housing projects involving new construction, acquisition, rehabilitation, or preservation.
  • Review project budgets, operating pro formas, rent schedules, sources and uses of funds, financing commitments, market studies, and projected cash flows.
  • Evaluate financial statements, organizational budgets, expenditure reports, audit findings, and supporting documentation to assess financial capacity and risk.
  • Review independent audit reports and management responses to identify financial or compliance concerns and coordinate follow-up on findings and corrective actions.
  • Prepare written financial analyses, risk assessments, review summaries, exception reports, and funding recommendations.
  • Review Integrated Disbursement and Information System (IDIS) flags, identify slow-spending projects, and coordinate appropriate follow-up with program managers.
  • Collaborate with internal program staff, developers, lenders, subrecipients, auditors, and other funding partners to resolve financial questions and support consistent program administration.
  • Assist with developing financial review procedures, technical guidance, training materials, and reference documents.
  • Maintain current knowledge of applicable federal and state grant requirements, affordable housing financing practices, and U.S. Department of Housing and Urban Development (HUD) program guidance.
  • Perform other related duties as assigned.

Required Qualifications

  • Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Economics, Grant Management, Public Administration, or a related field.
  • At least three years of progressively responsible experience in financial analysis, affordable housing finance, housing development, grant administration, or related financial oversight.
  • Advanced proficiency in Microsoft Excel, including complex formulas, PivotTables, lookup functions, data reconciliation, and financial reporting.
  • Intermediate proficiency in Microsoft Word, Outlook, PowerPoint, and other applicable office applications.
  • Experience evaluating financial statements, organizational budgets, audit reports, internal controls, and financial risk factors.

Preferred Qualifications

  • Knowledge of affordable housing development financing, including predevelopment, acquisition, construction, bridge, and permanent financing, as well as tax credit equity.
  • Experience with multifamily or homeownership project underwriting and subsidy layering reviews.
  • Familiarity with development budgets, sources and uses of funds, construction financing, and project feasibility analysis.
  • Knowledge of federal grant requirements, financial management standards, and affordable housing program guidelines.
  • Experience with HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), or Low-Income Housing Tax Credit (LIHTC) programs.
  • Strong analytical, research, reconciliation, data validation, and database management skills.
  • Ability to identify discrepancies, assess financial risks, document exceptions, and recommend corrective actions.
  • Strong written and verbal communication skills, sound judgment, attention to detail, and effective time management.
  • Ability to manage multiple assignments, meet deadlines, maintain accurate documentation, and work collaboratively with internal and external stakeholders.
