Job Description and Duties

The Information Technology Manager I (ITM I) leads the team responsible for ensuring the reliable operation and support of FI$Cal’s enterprise application and middleware platforms, including PeopleSoft, Hyperion, and Oracle WebLogic.

The ITM I oversees the daily delivery of application support services, maintaining system stability, managing incident response, optimizing performance, and coordinating effectively with development, infrastructure, database, information security, and business operations teams within the Software Platform Services Section (SPSS).

In this role, the ITM I plans, organizes, and directs the operation, maintenance, and ongoing enhancement of FI$Cal’s application environments. The position provides leadership in platform performance management, configuration management, monitoring, patching, and release coordination to support development, testing, and production activities.

The ITM I also guides staff in implementing disaster recovery capabilities, assessing technology improvements, and ensuring compliance with state policies, industry standards, and operational best practices.

The incumbent establishes priorities, communicates expectations, and fosters a positive, inclusive, and high-performance culture. The ITM I coaches and develops staff, promotes accountability, and supports continuous learning to strengthen a resilient and capable application support team.

The position also serves as a key communicator and collaborator for FI$Cal’s application operations, ensuring customer-focused service, timely issue resolution, and alignment of technologies and processes with FI$Cal’s mission and strategic objectives.

While the duties for this position primarily fall within the Information Security Engineering domain, assignments may also be made in other domains as organizational needs arise.

Please note that to be list appointed for placement in the ITM I classification, you must take and pass the examination.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.

The salary range(s) included on this job posting do not reflect the reduction in pay.

Working Conditions

At FI$Cal, we are compliant with the Governor's Executive Order, N-22-25, with a default minimum of four in-person days per work week. In-office attendance is mandatory on designated days and is subject to change. Our office is located at 2000 Evergreen Street, Sacramento, California 95815.

Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires prolonged sitting in an office-setting environment with the use of a personal computer. Department Information

Our department develops, maintains and operates FI$Cal, the statewide financial system. The FI$Cal system modernized how the state of California manages its finances and is one of the largest and most dynamic IT and business-transformation undertakings in California’s history.

It eliminates the need for hundreds of independent legacy systems by combining the state’s accounting, budgeting, cash management, and procurement operations into a single financial-management system.

Our mission is to operate the statewide financial system to enable California to perform budgeting, procurement, cash management and accounting functions transparently and efficiently.

Our department has four Divisions

Administrative Services, Business Operation & Solutions, Information Technology and Executive.

This position is located in the Information Technology Division (ITD), whose core mission is to provide a reliable, quality solution to customers and partners and maintain the highest level of security. ITD strives to support FI$Cal with self-sufficient, innovative technology infrastructure and application services built and managed by skilled technical staff.

As customer and partner needs evolve, ITD will continue to improve FI$Cal by using its mature systems development life cycle processes.

Special Requirements

  • The position requires a Background Investigation to be cleared prior to being hired.
  • The incumbent will use tact and interpersonal skills to develop constructive and cooperative working relationships with others, e.g., stakeholders, customers, management, peers, etc., to facilitate communication to improve the work environment and increase productivity.
  • This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked.
  • The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.
  • This position may require the use of a hand-cart to transport documents and/or equipment over 20 pounds.
  • This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year thereafter.

Statement of Qualifications

When completing the SOQ, you must title the page “Statement of Qualifications”, include your name, and list the question, providing your answer below each question. Be sure to explain your answers thoroughly, including all relevant experience, dates, software versions, education and training. The SOQ must be typed in 12-point Arial font and be no more than 4 pages in length with correct grammar use, punctuation and spelling.

Your SOQ must address the following:

1.Provide a detailed description of your experience with PeopleSoft. In your response, describe:

  • The roles you have held, length of time in each role, and the PeopleSoft environments in which you worked.
