Position Overview

CIS builds full suite CAD, RMS, and JMS software for public safety agencies, including mobile field applications for officers. The Technical Product Owner drives one product area from idea to release. This person writes the specifications, guides the design, and owns product decisions for our field mobile applications.

Key Responsibilities

Product Strategy & Vision

· Partner with stakeholders to define the product vision, strategy, and roadmap.

· Write detailed specifications and clear, testable acceptance criteria for each feature.

· Set the order of backlog work by user value, business impact, and technical feasibility.

Design & Delivery

· Use rapid prototypes tools to clarify UI concepts and verify with customers and SMEs.

· Apply AI-driven design tools to speed up ideation and layout work.

· Own product requirements for our mobile field applications, for iOS, Android, or both.

· Establish and maintain design standards so the product stays consistent.

· Lead backlog refinement and the sprint plan meeting. Agree the sprint goal with the team.

· Accept or reject each completed story against its acceptance criteria.

Technical & Cross-Functional Leadership

· Work with engineers on architecture trade-offs. Record each decision and its reason.

· Lead and align blended teams, including onshore and offshore engineers.

· Use AI tools each week to speed up research, specification drafts, and data analysis.

· Find where AI features give value in the product, and write the requirements for them.

Research, Risk & Performance

· Conduct user research and usability testing. Use the results to improve the product.

· Lead customer interviews and discovery sessions to identify key problems, workflows and use cases.

· Identify risks early and apply a clear plan to reduce each risk.

· Track product KPIs and engagement metrics. Report status to stakeholders in plain language.

Minimum Qualifications

· 8 or more years as a Product Owner, UX/Product Designer, or a similar role with direct design work.

· Experience with mobile application development, or direct product ownership of a mobile application.

· Advanced skill with AI design tools for UI design and prototyping.

· Practical AI skill. You use AI tools each week for design, research, or specification work.

· Hands-on experience with Agile frameworks and backlog management.

· Ability to lead and align teams across time zones, including onshore and offshore engineers.

· Proven ability to write PRDS and specifications that engineers can build from without more questions.

· Excellent written and verbal communication with engineering, QA, and business stakeholders.

· Strong understanding of user experience principles and human-centered design.

· Must pass a criminal background check.

Preferred Qualifications

· Knowledge of front-end technologies and mobile development processes.

· Experience with public safety software, for example CAD, RMS, or field applications for officers.

· Previous experience that took a new product to market.

· Familiarity with generative AI platforms, for example GPT-based design assistants.

· Experience with SQL or another tool for your own data analysis.
