This Systems Engineer II - Solutions Engineering position is a member of the Systems Support Team and is responsible for planning, coordinating, installing, upgrading, and supporting business-critical applications.
The Solutions Engineering Team is responsible for performing application maintenance and monitoring, systems patching, updates, server upgrades, application architectural design, support, and application administration.

This position will focus on the capabilities of software solutions and planning to engineer enterprise systems that are robust, secure, reliable, scalable, flexible, and meet customer expectations for Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO).
This position is responsible for identifying application hardware and software requirements, creating architecture and implementation plans, installing and configuring software, conducting user acceptance testing, and developing support documentation for assigned systems and hardware/software life cycles.
The selected applicant will design, install, baseline, support, maintain, secure, monitor, document, and upgrade the City's enterprise software solutions, with an emphasis on maintaining systems current with vendor versions, updates, security requirements, and industry best practices.
A primary responsibility of this position will be ownership and administration of the City's Microsoft 365 tenant and associated Microsoft cloud services and dependencies. The selected applicant must be capable of serving as a technical owner for the City's Microsoft 365 environment and have the knowledge and experience necessary to administer, secure, troubleshoot, monitor, maintain, and continuously improve the environment.
The position will be responsible for the planning, configuration, administration, security, integration, and lifecycle management of Microsoft 365 and Microsoft Azure services, including the identification and management of dependencies between Microsoft cloud services, on-premises infrastructure, applications, identity services, networking, security controls, and third-party solutions.
The selected applicant will also provide technical support, administration, integration, and lifecycle assistance for other critical enterprise-wide applications and systems used throughout the City.
This includes working collaboratively with application owners, infrastructure teams, vendors, and business stakeholders to ensure these systems remain available, secure, supported, properly integrated, and aligned with the City's technology standards and business requirements.
The selected applicant will be expected to:

- Own and administer the City's Microsoft 365 tenant and associated services.
- Administer and support Microsoft Azure resources and services supporting enterprise applications and infrastructure.
- Manage Microsoft 365 services and capabilities, including Exchange Online, SharePoint Online, OneDrive, Teams, and other services deployed within the City's tenant.
- Manage Microsoft Entra ID (formerly Azure Active Directory), including identity, authentication, access, security, and integration with on-premises and cloud systems.
- Understand and manage dependencies between Microsoft 365, Azure, identity, networking, security, applications, endpoints, and on-premises infrastructure.
- Establish and maintain appropriate security, monitoring, logging, configuration, and governance standards for Microsoft 365 and Azure.
- Plan and implement Microsoft cloud service changes, migrations, upgrades, integrations, and new capabilities while minimizing operational impact.
- Monitor the health, performance, availability, security, and licensing of the Microsoft 365 and Azure environments.
- Troubleshoot complex issues spanning Microsoft 365, Azure, identity, networking, applications, and on-premises infrastructure.
- Assist with the administration, support, integration, troubleshooting, upgrades, and lifecycle management of critical enterprise-wide applications and systems.
- Work with application owners and stakeholders to understand application dependencies, infrastructure requirements, integrations, security requirements, and operational needs.
- Provide technical support and engineering assistance for applications that are critical to City-wide operations and are used across multiple departments or business functions.
- Participate in the architecture, implementation, testing, upgrades, and maintenance of enterprise-wide applications and their associated infrastructure.
- Identify and document dependencies between enterprise applications and supporting services, including Microsoft 365, Azure, identity, networking, databases, servers, integrations, and third-party services.
- Develop and maintain architecture diagrams, configuration standards, implementation plans, operational procedures, disaster recovery documentation, and other technical documentation.
- Ensure Microsoft 365, Azure, and other assigned enterprise applications support the City's business continuity, disaster recovery, RTO, and RPO requirements.
- Maintain systems current with vendor-supported versions, security updates, configuration requirements, and recommended best practices.
- Evaluate new Microsoft cloud capabilities and other enterprise technologies and make recommendations regarding their applicability, security, cost, and operational impact to the City.
- Coordinate with vendors, consultants, internal IT staff, application owners, and business stakeholders to implement and support enterprise solutions.
The successful applicant should demonstrate the ability to take end-to-end technical ownership of enterprise cloud platforms while also contributing to the support and engineering of other critical enterprise applications.
The applicant must be able to independently assess dependencies and risks, develop implementation and support strategies, troubleshoot complex enterprise environments, and serve as a subject-matter resource for Microsoft 365, Azure, identity, and enterprise application technologies.
Pursuit of relevant IT industry certifications is strongly encouraged for the duration of employment in this position, including certifications related to Microsoft Azure, Microsoft 365, identity and access management, cloud architecture, cybersecurity, and enterprise infrastructure.

Minimum Requirements:
Minimum Qualifications
Requires a Bachelor’s Degree in an Information Technology related field plus four (4) years of professional IT experience; OR any combination of education (above the high school level) and/or professional progressive IT experience equivalent to eight (8) years in fields utilizing the knowledge, skills, and abilities in technology systems, systems 3 functions, and systems capabilities; and associated with such positions as Systems Engineer, Network Engineer, Database Administrator, or Programmer Analyst.
