About the Role
We are seeking an experienced Compliance Delivery & Global Programme Lead to drive priority ES compliance implementation across North & Central Europe and establish the programme governance and portfolio visibility that enable our global ES Compliance initiatives to operate effectively. The role combines hands-on delivery leadership with capability building and global programme coordination.
It will directly lead complex, high-risk or cross-functional compliance initiatives; mobilise and coach People Consultants, local Employee Success teams and functional owners to deliver appropriate country-level actions; and create the tools, reporting, operating rhythms and governance required to provide leadership with a clear view of delivery across the global portfolio.
While North & Central Europe is the primary regional remit, the role will operate as a flexible central delivery resource and may support other regions or global initiatives according to risk, complexity and organisational priority.
Key Responsibilities
Regional Compliance Discovery and Prioritisation Partner with Employment Legal, ES Compliance and regional Employee Success leaders to identify, assess and jointly prioritise ES compliance gaps, risks and implementation needs across North & Central Europe.
Translate regulatory and compliance requirements into clear business impacts, implementation priorities and practical delivery plans, while recognising that legal interpretation, policy ownership and compliance standards remain with the relevant Legal and Compliance owners.
Maintain a risk-based view of regional demand and recommend where direct central delivery, coached local delivery or functional ownership is the most effective approach.
Compliance Implementation and Programme Delivery Directly lead complex, high-risk or cross-functional compliance implementation programmes from mobilisation through operational embedding, ensuring alignment with agreed legal and compliance requirements and business outcomes.
Develop clear project charters and plans, define scope, milestones, decision points, dependencies and accountabilities, and drive end-to-end delivery against agreed commitments. Bring together Employee Success, Legal, Business Technology, operational and functional partners, subject matter experts and decision-makers to resolve issues and deliver sustainable outcomes.
Proactively identify delivery risks, constraints and dependencies, escalating where appropriate and coordinating corrective action. Provide clear, concise updates on progress, risks, decisions, outcomes and business impact to stakeholders and senior leadership.
Process, Controls and Operational Ownership Lead or facilitate current- and future-state process design, ensuring compliance requirements and appropriate controls are integrated into streamlined end-to-end workflows. Champion Compliance by Design and process excellence principles across new initiatives, process changes and technology solutions.
Clarify roles and responsibilities across the value stream and ensure ongoing ownership of processes and controls is assigned to the appropriate operational or functional team. Support the definition of proportionate success measures, compliance targets and implementation metrics to evaluate adoption, effectiveness and sustainability.
Capability Building and Distributed Delivery Build compliance implementation capability within regional Employee Success teams, particularly People Consultants, through coaching, practical tools, playbooks and hands-on delivery support. Enable People Consultants, local teams and functional owners to lead appropriate country-level actions by establishing clear scope, roles, milestones, decision points and escalation routes.
Coach initiative owners in programme planning, process design, risk management, stakeholder coordination, change adoption and sustainable operational implementation. Create reusable delivery approaches and share learning across countries and regions, strengthening local ownership and reducing unnecessary dependency on central project resources.
Global Portfolio Visibility and Programme Governance Maintain a consolidated view of ES compliance and agreed H2R transformation initiatives across regions and workstreams. Establish consistent portfolio-management standards and operating rhythms for initiative updates, milestone tracking, risks, dependencies, decisions and outcomes.
Gather and synthesise updates from accountable initiative owners into clear portfolio reporting, insights and recommendations for leadership. Identify cross-regional overlaps, systemic risks, dependencies and opportunities for reuse or coordinated delivery, and ensure agreed actions are followed through. Prepare materials for governance forums and maintain visibility of decisions, priorities, actions and ownership.
Partner with value stream leads, regional compliance delivery leads and initiative owners to improve delivery discipline without displacing their accountability for individual projects. Programme Infrastructure, Data and Automation Implement and maintain scalable programme infrastructure using tools such as Asana or equivalent platforms to support consistent tracking and collaboration.
Develop dashboards and management information, using Tableau or similar tools where appropriate, to visualise portfolio health, delivery progress, risks and outcomes. Use Slack workflows, automation and other digital solutions to reduce manual reporting, strengthen follow-through and improve transparency. Continuously improve governance and reporting processes based on stakeholder needs, portfolio maturity and lessons learned.
Change Readiness, Adoption and Sustainability Assess organisational readiness for change, identify adoption barriers and work with project teams to develop proportionate mitigation and enablement plans. Partner with Employee Success teams and functional owners to develop communications, training, education and supporting materials required for successful implementation.
Monitor implementation effectiveness and adoption, ensuring unresolved gaps are visible and transitioned to the correct owner for ongoing management. Role Boundaries and Accountability The role directly leads selected complex, high-risk or cross-functional compliance implementation programmes, with primary regional accountability across North & Central Europe.
For the global portfolio, individual project delivery remains with the relevant regional lead, value stream lead, functional owner or initiative owner. This role provides governance, visibility, coordination, challenge and enablement. Employment Legal and ES Compliance retain accountability for legal interpretation, compliance standards, policy decisions and formal compliance oversight.
This role owns or enables implementation and operationalisation. Deployment beyond North & Central Europe will be agreed through portfolio prioritisation, taking account of risk, business impact, capacity and existing ownership.
Minimum Qualifications
- At least five years of experience leading complex programmes, compliance implementations, ES operations transformation or PMO/portfolio delivery within a large, matrixed organisation.
- Strong programme and project management capability, including scope definition, planning, milestone and dependency management, risk mitigation, governance and senior-level reporting.
- Demonstrated experience translating legal, regulatory or policy requirements into operational processes, controls, delivery plans and sustainable business change.
- Experience facilitating end-to-end process design and solution workshops with cross-functional stakeholders and subject matter experts.
- Strong leadership, coaching and influencing skills, with the ability to build delivery capability and accountability in teams that do not report directly to the role.
