Procurement Manager (Contract)

We are seeking an experienced Procurement Manager, for a 1-year contract, to oversee and lead all purchasing activities, processes, systems, and tools. In this role, you will support a team of Procurement Specialists and Material Program Managers, driving strategic sourcing initiatives, improving operational performance, and ensuring compliance with company policies and industry regulations.

Key Responsibilities

  • Function as an advisor to the procurement team with a focus on policy and strategy implementation.
  • Actively involved in daily procurement and sourcing strategy, and participates when required to resolve complex problems in order to accomplish operations plans and results.
  • Responsible for making improvements of processes, systems or products to enhance performance of the procurement department and the programs supported. Problems typically involve consideration of multiple issues, job areas or specialties and may require understanding and analysis of a broader set of issues.
  • Communicates with parties internal and external to the procurement and material management functions, which may include customers or vendors. Explains procurement policies, practices and procedures of the job area to others within the organization. May work to justify and gain cooperation of other parties on practices, policies and procedures.
  • Leads, directs and reviews the work of functional specialists in order to accomplish operational plans and results.
  • Manages team to ensure department meets operations requirements. This includes but is not limited to: recruitment, selection, training, development, performance management, reward decisions and adherence to company policies and procedures.
  • Compiles and analyzes data to perform price analysis and reviews proposals to establish price objectives.
  • Support early supplier identification and engagement for new business pursuits.
  • Responsible for Supply Chain bid/proposal activities for strategic pursuits.
  • Utilizes advanced source selection techniques, performs cost analyses, conducts supplier negotiations, and mitigates supplier-related risks.
  • Interface with Integrated Product Teams to understand technical challenges and provide solution options for "buy" technologies.
  • Provide risk and opportunity analysis for early capture as it relates to introduction of new suppliers to mitigate risks with regard to early supplier decisions.
  • Ensures that requirements (prime contract, quality, terms and conditions) are properly communicated and documented to suppliers.
  • Manages supplier performance to cost, schedule and quality requirements. Interfaces with internal and supplier cross-functional organizations. Address and resolve escalated supplier issues, including delivery delays, cost discrepancies, or quality concerns, while mitigating financial and operational risks.
  • Monitor and analyze procurement metrics and Key Performance Indicators (KPIs).
  • Assists in the development of bids and agreements.
  • Ensures compliance with government regulations, laws and RTX policies and procedures, including import/export and ITAR requirements.
  • Ensure employees are in compliance with the company Environmental, Health and Safety program and are equipped with the information, instructions, training and supervision required to perform their work safely.
  • Required to provide and support training initiatives for the procurement staff including personal development programs and technical training initiatives to ensure staff is up to date on contractual and professional issues
  • Control, maintain and audit essential records and issue reports as required concerning purchases, prices and subcontractors.
  • Stay informed about industry trends, market conditions, and emerging technologies to identify opportunities for innovation and competitive advantage.

Requirements

  • Bachelor’s degree in Supply Chain Management, Business Administration, or a related field (equivalent experience may be considered).
  • Minimum of 6 years’ experience in supply chain management and procurement, as well as in-depth knowledge of subcontracts, and contracts.
  • Completed PMAC SCMP or APICS CSCP designation or currently enrolled or willing to enroll with the PMAC or APICS to obtain designation.
  • Equivalent certifications will also be considered.
  • Advanced knowledge of procurement methodologies, with an understanding of the impact of work on other organizational areas.
  • Proven management skills, including motivation, mentoring, and guidance for subordinate staff.
  • Excellent organizational abilities with high attention to detail and accuracy.
  • Strong communication skills (oral and written) and interpersonal skills for managing customer and stakeholder relationships.
  • Strong computer skills, including proficiency with MS Office and other relevant software tools.
  • Proven ability to handle a high volume of work with changing priorities in a fast-paced environment.
  • Extensive experience in developing and negotiating complex procurement agreements, including terms and conditions, and risk management.
  • Knowledge of business law and the legal implications of contracts and proposals.
  • Strong understanding of compliance requirements, including ITAR, Controlled Goods, and trade regulations (FAR/DFARS).
  • Knowledge of the defense industry is considered an asset.
  • Familiarity with Six Sigma/LEAN processes is an asset.
  • Commitment to fostering a culture of continuous improvement, ethical practices, and operational excellence.
  • Ability to work independently, with minimal supervision, while meeting department goals and objectives.

The successful candidate will be required to complete a criminal background check and obtain/maintain a Government of Canada security clearance and any applicable clearances with respect to the handling and transfer of controlled goods.
