About this role
Meta is seeking an experienced U.S. Immigration Program Manager to drive the operating model and program direction for U.S. employment-based immigration, serving as a subject-matter expert on case filings and compliance operations. This role is accountable for filing quality, accuracy, and timeliness at scale, the program's U.S. compliance posture, and the frameworks, playbooks, and tooling that underpin delivery.
This individual will partner closely with Recruiting, People Partners, Legal, external counsel, and business leaders to solve the most complex U.S. immigration challenges, ensure regulatory compliance, and continuously improve our case management operations.
This is a senior individual contributor role operating with significant autonomy: identifying program priorities, resolving ambiguous cross-functional problems, and influencing decisions without direct authority.
Responsibilities
- Own the design, maintenance, and continuous improvement of Meta's U.S. immigration operating model and compliance framework, including decision rights and controls for right-to-work verification, government reporting, audit readiness, and regulatory change management, in partnership with Legal, HR, and outside counsel
- Serve as a senior subject-matter expert on U.S. employment-based nonimmigrant and immigrant filings (e.g., H-1B, L-1, O-1, TN, PERM, EB-1/NIW/EB-2/EB-3, adjustment of status, and consular processing), partnering with Legal and outside counsel on case strategy, filing requirements, and adjudication trends
- Own program-level oversight of complex, high-profile, and time-sensitive immigration filings, personally leading selected escalations while scaling case preparation and execution through operational teams and outside counsel
- Develop and maintain standardized filing playbooks, templates, checklists, and quality-control protocols that enable consistent, high-quality case preparation at scale
- Monitor U.S. regulatory developments and proactively translate new requirements into updated policies, processes, and operational guidance with Legal and outside counsel; coordinate with regional immigration leads where cases have cross-border dependencies
- Drive technology and process innovation in case management workflows: identifying opportunities for automation, AI-assisted checks with human review, and system enhancements to reduce cycle times and improve accuracy
- Act as an escalation point for complex filing scenarios, RFEs (Requests for Evidence), denials, and novel immigration questions, partnering with Legal and outside counsel on resolution paths and addressing systemic causes through process improvements
- Establish and enforce quality standards and SLAs for external immigration counsel and service providers, reviewing work product and driving accountability for filing accuracy and timeliness
- Partner cross-functionally with Legal, People Partners, Recruiting, and Finance to align U.S. immigration operations with workforce planning and talent strategy, resolve competing priorities, and clarify handoffs, with the PERM recruitment team owning recruitment execution and this role owning overall immigration case progression
- Develop compliance dashboards, reporting mechanisms, and audit processes that provide visibility into filing volumes, cycle times, compliance health, and risk exposure, and use these measures to prioritize improvements and hold teams and vendors accountable
- Set and drive a multi-quarter roadmap for the U.S. immigration program, identifying high-impact problems, making the case for investment, and sequencing initiatives against business priorities, risk, and delivery capacity with minimal management oversight
Qualifications
- 12+ years of progressive experience in U.S. employment-based immigration with responsibility for case filings, compliance program design, and immigration operations, including end-to-end ownership of complex programs at scale
- Bachelor's degree in a directly related field, or equivalent practical experience
- Deep subject-matter expertise across U.S. employment-based nonimmigrant visa categories and permanent residence pathways, including PERM, immigrant petitions, adjustment of status, and consular processing
- Demonstrated experience designing and operating U.S. immigration compliance frameworks, setting program direction, and establishing decision rights and controls across teams and external providers
- Proven ability to oversee high-volume, complex filing portfolios through operational teams and outside counsel while maintaining high accuracy and compliance standards
- Track record of developing scalable processes, playbooks, and quality frameworks that deliver measurable improvements across multiple teams
- Experience managing relationships with external law firms and immigration vendors, including setting quality expectations and enforcing SLAs
- Demonstrated ability to influence senior stakeholders (Legal, HR, Recruiting, Finance), resolve competing priorities, and drive decisions in ambiguous situations without direct authority
- Experience leveraging AI or automation tools to drive efficiency in compliance monitoring and case processing workflows Experience operating within a global technology company or a similarly complex, high-volume immigration environment
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- J.D., relevant immigration or compliance qualification, or equivalent professional training
- Experience coordinating cross-border cases and partnering with regional immigration specialists outside the U.S
- Data-driven approach to measuring filing quality, cycle times, compliance health, and vendor effectiveness
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Hands-on familiarity with immigration case management platforms and HR technology systems
- Experience supporting workforce restructuring, M&A integration, or new market entry from an immigration filings and compliance perspective
