Meta is seeking a Policy Manager, Strategy & Regulations to join the Africa, Middle East and Turkey (AMET) Public Policy team. In this role you will be the first line of response for regulatory consultations across the region, rapidly assessing new and proposed regulation, identifying impact on Meta's products, services and business, and mobilising the right cross-functional teams.
You will hold the pen on regional consultation submissions, serve as the regulatory domain point of contact for a portfolio of policy areas, and equip regional policy colleagues with the positions, talking points and materials they need to advocate for Meta externally.
The ideal candidate has a deep understanding of the intersection between regulation and technology, experience producing written policy analysis and drafting regulatory submissions, and the ability to coordinate consensus positions across a complex matrix organisation under tight deadlines. Familiarity with the AMET regulatory landscape is strongly preferred.
Public Policy Manager, Strategy and Regulations, AMET (STE Contract - 12 months) Responsibilities
- Rapid analysis and triaging: Act as the first line of response for AMET Public Policy regulatory consultations — conducting rapid reviews to identify key provisions and potential impact on Meta products, services and business; recommending the relevant cross-functional teams for involvement; and triaging submissions into the internal regulatory tracking system and related regulatory preparedness workflows
- Submission drafting: Work closely with subject-matter-expert central policy teams and the regional product policy stakeholders to gather inputs for regulatory consultations, hold the pen on draft regulatory consultation submissions in the region, and support regional Public Policy in finalising consultation responses by facilitating the approval process
- Regulatory domain ownership: Serve as the regulatory domain point of contact for Integrity (including Fraud & Scams), Youth, Privacy, AI, Security, and Non-Financial Corporate Obligations within the Policy Strategy and Regulations team
- Position coordination: Serve as the single-threaded owner for AMET-wide position coordination with the Integrity Regulations Team and Content Policy
- Regulatory mapping and trends: Lead collaboration with AMET regulatory cross-functional teams to map regulatory pressures, analyse trends, surface relevant policy positions, and compile policy positions and playbooks for AMET — supporting efforts to keep internal policy and regulatory tracking resources up to date for assigned domain areas
- Internal coordination: Coordinate internal support for regulatory processes, including collaboration with relevant subject matter experts in Central Policy, Regulatory Readiness and Legal
- Advocacy enablement: Support regional Public Policy with regulatory engagements across assigned domain areas by ensuring colleagues have what is needed to advocate Meta's position (talking points, briefs, toolkits)
Minimum Qualifications
- Bachelor's Degree in Political Science, Public Policy, Law, International Relations, Technology, a similar field or equivalent experience
- 5+ years of professional experience in public policy, regulatory affairs, law, technology or a similar field
- Experience analysing legislation, regulation or regulatory consultations and translating them into business and product impact
- Experience drafting regulatory submissions, consultation responses or formal written advocacy materials
- Experience in policy coordination across teams in a matrix organisation, and building consensus across cross-functional stakeholders
- Experience briefing and advising leaders on technical and regulatory matters
- Experience managing multiple workstreams under tight timelines and shifting priorities, and acting proactively when facing competing demands and evolving requirements
Preferred Qualifications
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Knowledge of, and previous experience working in or on, the AMET region
- Experience working with or within regulators, government bodies or multilateral institutions
- Experience across multiple regulatory domains such as online safety and integrity, youth, privacy, AI, security or corporate reporting obligations
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
