We are seeking a Program Manager to join Meta's Global Product Quality (GPQ) team to support payments testing across Meta's product portfolio and contribute to the broader International Testing Program (ITP). You will manage vendor delivery, contribute to testing methodology design, and work with product, engineering, and i18n teams to turn test results into actionable recommendations.
The role requires someone who is comfortable working collaboratively across a shared portfolio, applying automation to improve how testing gets delivered, and operating across multiple product lines and geographies, prioritizing based on business impact and timelines.
Payments are core to how people and businesses transact across the Meta family of apps, and test cards and simulated environments can only take validation so far — real coverage requires testing with real payment methods, in-country, the way people actually pay.
Your primary focus will be Meta's payments testing programs: coordinating in-country testing with real local payment methods, and managing the sourcing and lifecycle of real payment instruments that Meta teams use to validate flows synthetic credentials cannot reach.
Beyond payments, you will support the wider ITP mission of ensuring Meta's products function as intended in every market we serve, across a portfolio that spans the full range of Meta's products with a growing emphasis on the AI-powered experiences Meta is building.
This role suits someone who is comfortable operating across a shared portfolio, who treats AI as both a subject of testing and a tool for delivering testing faster, and who can manage several product lines and geographies by prioritizing work based on impact and stakeholder needs.
Responsibilities
- Own the Active Payments Testing program end-to-end, partnering with our external testing vendor to execute in-country payment tests using real local payment methods across priority markets
- Own the Passive / Payment Credentials program — sourcing, provisioning, and lifecycle management of real payment instruments (cards, bank accounts, SIMs, merchant accounts) for Meta teams testing payment flows that test credentials cannot cover
- Partner with Meta privacy, legal, compliance, finance, and enterprise infrastructure teams to onboard, train, prioritize, and manage testing vendors, and to ensure payment instrument sourcing and handling meets Meta requirements
- Engage and build relationships with cross-functional payments, product, and engineering stakeholders to drive adoption and maximize market coverage of both programs
- Partner with Quality Assurance and payments engineering leads to craft functional payment testing strategies for priority markets, products, and payment methods
- Design and implement scalable frameworks for in-country payment test coverage, prioritizing markets and payment methods by product and business impact
- Improve scalability through automation and standardization of test execution, credential provisioning, and reporting, while ensuring maximum value to Meta payment experiences
- Utilize signals from payment testing outcomes to determine actions that improve payment success rates and product quality
Qualifications
- 3+ years of experience in program management, including experience shipping large-scale global products
- Experience implementing and managing testing programs for software or web content
- Experience managing external vendors or outsourced delivery partners against defined quality and coverage requirements
- Track record of gaining alignment with cross-organization stakeholders with competing priorities and goals
- Experience aggregating, analyzing, and interpreting complex data sets to inform business decisions
- Skilled in building simple and optimized workflows to support complex product launches
- Experience communicating and driving results with a variety of cross-functional stakeholders, working across time zones and international offices
- Track record of staying focused, prioritizing, and creating structure across large, ambiguous programs, and setting goals for long-term initiatives Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience operating programs that require handling of financially sensitive assets under compliance, privacy, or audit requirements
- Experience in corporate business management, finance, and compliance
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- A thorough understanding of product Quality Assurance processes and best practices
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience in payments, fintech, or financial services, including familiarity with local and alternative payment methods across international markets
- Knowledge of additional languages other than English, to support testing coordination with in-country vendors and stakeholders across international markets
