Meta's Enterprise Technology team is responsible for building integrated, scalable, and robust enterprise applications that power the business at a global scale. We are seeking an Application Manager to own and transform Meta's procurement application ecosystem — spanning source-to-pay, vendor management, contract lifecycle, and spend optimization.

In this role, you will shape the strategic direction of procurement technology across multiple domains, influence cross-organizational priorities, and drive transformational initiatives that impact billions of dollars in global spend and tens of thousands of users.

You will operate at the intersection of technology, procurement operations, finance, and compliance — navigating ambiguity to deliver high-impact outcomes that redefine how Meta buys.

Responsibilities

  • Define and execute the multi-year application strategy for Meta's procurement technology ecosystem, including custom-built procurement applications, Oracle Fusion Procurement (PO, Sourcing, Supplier Portal), Spend (AP Invoicing and Payments), Contract lifecycle management tools, and Spend analytics platforms — ensuring alignment with evolving business priorities at Meta's scale
  • Serve as the primary owner for transformational procurement technology initiatives, driving end-to-end delivery across complex, ambiguous problem spaces that span multiple domains (Source-to-Pay, Procure-to-Pay, Supplier Management)
  • Own architecture decisions across the procurement application landscape (hybrid 1p and 3p products), evaluating the total cost of ownership for buy-vs-build decisions, integration strategies, and platform consolidation opportunities to optimize Meta's technology investments
  • Influence and redefine key performance indicators (KPIs) across procurement domains — aligning product and business metrics with evolving processes to drive strategic decision-making and continuous improvement at scale
  • Lead cross-organizational collaboration with Procurement, Finance, Legal, Security, Privacy, Engineering, and Data Science stakeholders to translate complex business requirements into scalable, reliable application solutions
  • Define and maintain a comprehensive risk, security, and compliance framework for procurement and spend applications — including SOX controls, audit strategy, data integrity monitoring, and regulatory readiness across global operations
  • Drive the adoption of AI, automation, and emerging technologies to transform procurement and spend processes — from intelligent spend classification and predictive analytics to automated approval workflows and supplier risk scoring
  • Own application health targets across the procurement ecosystem, continuously benchmarking against industry-leading standards. Establish production support processes, lead root-cause analysis for production incidents, and drive system upgrades and performance optimizations
  • Influence third-party vendor roadmaps (Oracle, procurement platform vendors) to align with Meta's priorities. Build and manage strategic vendor partnerships, escalate critical gaps, and ensure business continuity
  • Lead integration strategy across procurement platforms and adjacent systems (ERP — GL, AP, Fixed Assets; supply chain planning; vendor management), ensuring seamless data flows and end-to-end process integrity
  • Champion user success across procurement applications — ensuring training, adoption, and feedback mechanisms are in place to maximize the impact of technology investments for a global user base
  • Contribute to building the broader Application Management organization through recruiting, mentoring, identifying talent gaps, and driving knowledge-sharing initiatives that elevate team capabilities

Qualifications

  • Bachelor's degree in Computer Science, Computer Engineering, relevant technical field, or equivalent practical experience
  • 10+ years of elevating responsibilities and experience in application management, enterprise technology, or technical product ownership — with significant depth in procurement, source-to-pay, or supply chain systems
  • 7+ years of experience with Oracle Fusion Procure to Pay (configuration, implementation, integration, and lifecycle management)
  • Experience defining and executing multi-year technology strategies across multiple application domains, with demonstrated ability to drive outcomes in ambiguous, cross-organizational environments
  • Experience leading complex, cross-functional technology programs from strategy through delivery — including architecture decisions, vendor selection, and platform migrations at enterprise scale
  • Deep understanding of end-to-end procurement processes: requisition-to-PO, sourcing, supplier management, contract lifecycle, invoice matching, and spend analytics
  • Experience with system integration design and data integrity management across ERP modules and third-party platforms (REST APIs, Web Services, middleware/integration platforms)
  • Track record of influencing senior stakeholders and cross-functional partners without direct authority — including business leadership, engineering, legal, and compliance teams
  • SQL proficiency with experience writing queries for data analysis, issue diagnosis, and reporting and experience with data analysis to diagnose issues, measure outcomes, and inform strategic decisions Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Track record of building strategic vendor partnerships and influencing third-party product roadmaps
  • Experience with similar large-scale procurement platforms or custom-built procurement platforms
  • Experience with contract lifecycle management (CLM) tools and spend analytics platforms
  • Knowledge of global procurement regulations, tax implications, and multi-entity/multi-currency requirements
  • Background in managing contingent resources, vendor SOWs, and application budgets at scale
  • Experience with integration middleware (MuleSoft, Oracle Integration Cloud) and enterprise data architecture
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Expertise in Oracle Fusion SCM or Fusion Finance products
  • Experience managing SOX compliance, internal/external audit support, and governance frameworks for enterprise applications
  • Experience with procurement platform vendors
