About this role

The Opportunity

Universal Radiology Partners (URP) is seeking a compliance-focused Human Resources Manager to lead Human Resources for our multi-state radiology organization.

As URP becomes a fully self-managed company in 2027, this role will be URP’s dedicated, in-house Human Resources leader, owning employment compliance in every state where we have employees and the daily Human Resources operations that support it: employee relations, policies, benefits, records, systems, and recurring regulatory deadlines.

The role reports directly to URP’s Chief Executive Officer and supervises URP’s Human Resources Generalist.

This is a role for a hands-on healthcare Human Resources professional who treats compliance as the foundation of good Human Resources, not an afterthought. You will build and maintain the policies, controls, and audit practices that keep a multi-state healthcare employer compliant, and you will be the person URP leadership relies on for sound, well-documented employment decisions.

It is an excellent opportunity for an organized, confident Human Resources professional who enjoys creating order, holding a team accountable, and helping shape the Human Resources function of a growing radiology organization from the ground up.

What You Will Do

  • Own multi-state employment compliance for URP and its state entities, including wage and hour, leave, paid sick leave, final pay, required notices and posters, and state-specific handbook addenda for every state where we employ staff.
  • Maintain URP’s compliance calendar of federal, state, and local filing, notice, training, and renewal deadlines, and ensure each deadline is met and documented.
  • Monitor employment law changes across our operating states and update policies, procedures, and manager guidance before they take effect.
  • Conduct regular audits of I-9s and E-Verify, personnel files, exempt and non-exempt classifications, required notices, training completion, and benefit records; track every finding through resolution.
  • Ensure healthcare workforce requirements are met for URP employees, including exclusion screening, HIPAA workforce training, and OSHA and bloodborne pathogen training where applicable, in coordination with Credentialing for license and certification tracking.
  • Serve as the primary point of contact for employee relations, performance concerns, corrective action, investigations, accommodations, leave, and separations, with consistent, defensible documentation.
  • Supervise, coach, and set priorities for URP’s Human Resources Generalist while maintaining accountability for daily Human Resources service and deadlines.
  • Build and maintain URP’s employee handbook, policies, state addenda, SOPs, forms, manager guidance, employee notices, and training records.
  • Partner with employment counsel and outside advisors on compliance reviews and gap analyses; turn approved recommendations into practical policies, workflows, and controls, and track them through completion.
  • Own the functional administration of Rippling, URP’s HRIS, including Human Resources workflows, permissions, employee data, reporting, and process controls.
  • Administer URP’s benefits programs, including open enrollment, COBRA coordination, ACA reporting, 401(k) plan administration support, and resolution of employee or vendor issues.
  • Coordinate renewal information and employee records for workers’ compensation, employment practices liability, and other assigned insurance programs.
  • Prepare clear reports for URP leadership on compliance status, audit findings, headcount, turnover, employee relations, training, and open action items.
  • Work closely with Operations, Payroll, Finance, Recruiting, Credentialing, brokers, vendors, counsel, and executive leadership.

What We Are Looking For

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, Organizational Leadership, or a related field, or equivalent relevant experience.
  • Five or more years of progressive Human Resources experience, including at least three years in a healthcare setting such as a physician practice, radiology or imaging group, hospital, or healthcare MSO.
  • Experience supporting Human Resources compliance for employees in multiple states, including state-specific wage and hour, leave, and notice requirements.
  • Hands-on experience with Human Resources compliance work: audits, compliance calendars, policy updates, and corrective action tracking.
  • At least two years of experience supervising Human Resources staff, with a track record of setting priorities, coaching, and holding team members accountable.
  • Experience conducting or supporting workplace investigations, corrective action, performance improvement plans, accommodations, leave, and employee separations.
  • Experience administering a cloud-based HRIS and improving workflows, data accuracy, reporting, and controls.
  • Strong judgment, discretion, organization, writing skills, and follow-through, with the confidence to advise executive leadership directly.

Preferred Experience

  • Radiology, imaging, or physician practice experience.
  • Familiarity with healthcare workforce compliance, including OIG and SAM exclusion screening, license tracking, HIPAA training, and OSHA requirements.
  • Experience supporting remote employees across multiple states through an integrated HRIS, payroll, and benefits platform; Rippling experience is a plus.
  • Benefits, ACA reporting, and 401(k) plan administration experience.
  • Experience standing up or rebuilding Human Resources policies and processes for a new or restructured organization.
