Position Information
Join the Texas Department of Transportation (TxDOT) Houston District Maintenance Office and play a key role in the district maintenance operations. This position will be a member of the maintenance design group providing design support to the landscape architecture, contracts, and field operations teams. This position will be primarily office based but will require field visits for data collection and inspections.
The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description

Transportation Specialist I
-------------------------------
Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility.
Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Specialist II

Assists with project planning and the development of policies and procedures for area of responsibility.

Essential Duties:

Transportation Specialist I
-------------------------------
- Assists in prioritizing and scheduling projects.
- Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
- Coordinates and performs interim and final inspections to identify deficiencies.
- Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
- Coordinates design work among TxDOT entities, consultants and contractors.
- Develops and prepares consultant work orders and agreements.
- Evaluates and analyzes design issues.
- Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
- Reviews and oversees plan packages submitted by consultants.
- Performs other job responsibilities as assigned.
Transportation Specialist II

Includes all essential duties listed for Transportation Specialist I as well as:
- Serves as program coordinator responsible for coordination of advanced engineering/architectural projects from initiation to completion.

Transportation Specialist I and II:
- Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:

Transportation Specialist I:
- 2 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).
Transportation Specialist II:
- 4 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications:

Transportation Specialist I and II:
- Valid driver’s license. This position requires driving a state vehicle.
Competencies
Transportation Specialist I:
Considerable knowledge of:
- Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
- Design and plan preparation methods and requirements
- Roadway maintenance concepts, methods and procedures
- Maintenance contract inspection procedures
Some knowledge of:
- Program/project planning, development, and management methodologies
- Contract development and oversight
Proficient skill in:
- Applying engineering principles, practices, and methods in job responsibilities
- Reading and interpreting applicable plans, schematics, blueprints and maps
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
- Using computers, applicable programs, applications, and systems
Transportation Specialist II:

- Subject to environmental conditions; protection from weather but not temperature changes
- Subject to inside and outside environmental conditions
- Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
- Balancing - walking, standing, crouching on various surfaces without falling
- Walking - moving on foot to accomplish tasks: long distance/from one work site to another
- Talking - expressing or exchanging ideas by spoken words
- Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
- Visual Acuity - operate motor vehicles and/or heavy equipment

- This job has been identified as physically demanding and will require a pre-employment physical.

- For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
- Must be able to report for duty to the District office to assist with EOC operations during weather response events.
