OneWA Business Solutions Architect

(IT Architect Senior Specialist)

Full Time | Permanent

Salary Range: $104,304 - $140,268 Annually

This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.

As the OneWA Business Solutions Architect, you will play a critical role in shaping how the agency’s business and technology environments evolve, helping ensure that solutions are aligned with both organizational needs and the broader goals of the OneWA program.

In this role, you will apply advanced expertise in enterprise business architecture to understand the agency’s business processes, strategic direction, and the impacts of those processes on internal and external stakeholders.

You will partner with business divisions to assess, document, and develop current and future-state business architectures, facilitating their evolution through planning, analysis, design, configuration, and problem solving. You will also connect business processes and requirements to IT services, helping ensure technology solutions effectively support business operations and OneWA program objectives.

The OneWA Business Solutions Architect will bridge business and IT strategies by aligning organizational goals and objectives with decisions related to products and services, partners and suppliers, business capabilities, and key technology initiatives.

Using repeatable approaches, cohesive frameworks, and industry-standard techniques, you will develop an integrated view of the business and IT systems impacted by OneWA and help guide informed decisions across the organization.

As an IT Architect Senior Specialist, some of your duties will include:

  • Developing and maintaining a business architecture strategy and practice based on a situational awareness of business scenarios and motivations across the organization which could look like:

+ Applying advanced and comprehensive knowledge of best practices and expertise in strategic planning

+ Leading the definition of the future state and current state business architecture

+ Ensuring architecture evolves in response to business needs.

+ Participating in enterprise-wide architectural development, including business architecture, information architecture, application portfolio and technical architecture.

+ Owning stewardship duties of business architecture artifacts and develops architectural models that represent the agency’s business operations using industry standard frameworks; BPMNv2, TOGAF, MITA, and Federal Enterprise Architecture FrameworkV2.

+ Supporting, developing and communicating domain-wide policies, standards, guidelines and procedures; leads efforts for those that pertain to Enterprise Business Architecture

+ Setting business architecture standards and methodologies for cataloging and maintaining repositories

+ Ensuring compatibility with existing solutions, infrastructure, services, and strategic requirements

+ Leading architectural efforts between multiple disciplinary groups across the organization to ensure business strategic and tactical requirements are fulfilled, and overall impacts of outcomes are clearly articulated to leadership and consumers.

+ Seeking ways to apply new technology to, and reuse existing technology for, business processes.

+ Working with business leaders to understand business requirements and help them understand how technology tradeoffs influence strategy.

+ Keeping technology and application managers aware of key customer issues, identifying and resolving potential problems and conflicts.

+ Selling the business architecture process, its outcome, and ongoing results.

+ Identifying user business requirements by researching and analyzing user needs, preferences, objectives, and working methods and studies how users consume content.

+ Assessing near-term needs to help establish business priorities

+ Providing leadership, technology guidance and mentors others throughout One WA project

+ Leading the design of the business architecture, across multiple business units and domains

  • Other duties as assigned

Qualifications

What we need (required qualifications):

  • High school diploma or equivalent

AND

  • Fourteen (14) years of progressive technical and leadership experience in a related IT discipline

OR

  • Bachelors degree in a computer science related field

AND

  • Ten (10) years of progressive technical and leadership experience in a related IT discipline

In addition to the above education/experience, the below knowledge, skills, abilities and/or competencies are required:

  • Six years (6) experience working in a complex/enterprise IT environment across multiple disciplines (IT Security, software development, network engineering, application security, database, risk management, project management, etc.)
  • Four (4) years of experience in articulating business risks for complex technical issues to non-technical personnel
  • Five (5) years of experience delivering solutions in complex enterprise business environments including technical aspects of release coordination, stabilization/hyper care, and M&O plan development and implementation
  • Five (5) years of experience developing requirements and system documentation for complex financial systems
  • Two (2) years of experience establishing, cultivating, and leading working groups across state agencies to identify solutions for shared business and technical challenges
  • Experience must include:

+ Project Management Professional (PMP) certification

+ Scrum Master certification

+ Demonstrated ability to bridge the gap between waterfall and agile methodologies

+ Demonstrated experience leading a multidisciplinary group in an IT operations context.

+ Experience with ERP system design and delivery

+ Knowledge of at least one of the following architectural frameworks; TOGAF, MITA, Federal Enterprise Architecture FrameworkV2. (Must be willing to obtain a solid working knowledge of these within six months of appointment into the position.)

+ Working knowledge of industry standard notations for documenting business processes for use in architectural designs (BPMNv2 preferred).

+ Demonstrated experience in proficiently translating complex business issues into readily understood concepts for staff, management, and the public.

+ Be results oriented, self-motivated, work well independently and in a collaborative team environment.

  • Experience can occur concurrently.

What will make your application stand out (preferred qualifications):

  • Architectural Framework Certification (TOGAF, MITA, and Federal Enterprise Architecture FrameworkV2)
  • Business Analyst Certification (CBAP, CPOA, CBDA)
  • Understanding of ITIL/ITSM methodologies
  • Demonstrated experience leading infrastructure or data analysis/data modeling projects
  • Fluent in IT configuration management, change management and release management processes
  • Knowledge of Service Asset Configuration Management (SACM)
  • One (1) year of software training experience (course development and delivery)

Telework Details

This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
