**This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. **

Direct Care and Treatment (DCT) is a modern behavioral health care system that includes a variety of programs, including residential and vocational services for individuals with serious mental illnesses, developmental disabilities, substance abuse disorders, and much more.

We have clinical expertise, staff and facilities to care for patients and clients with complex conditions in safe, secure, and therapeutic settings across Minnesota. Our mission is to support meaningful lives through specialized behavioral health services that others do not provide.

As the Business Software Product Manager, you will develop, build, and govern business information architecture supporting internal communications and information sharing for the agency.

You will provide direction and follow\-through for a host of special projects by providing leadership, assisting with organizational analysis, providing project management support, and acting as a departmental business owner on technology projects on behalf of the Business Technology Team and the DCT agency.

These positions are part of a newly created team focusing on business led application support. They are part of a product grouping where the positions specialize in supporting a specific software application but also collaborate and change roles to meet the needs of the agency.

There are 9 total positions which will include multiple SharePoint Administrators, 1 Microsoft Teams, 1 Artificial Intelligence (Copilot) and 1 data analytic application support such as Smartsheet/Tableau. This team will focus on Interactive Business Intelligence and Collaborative Work Management Platforms.

Responsibilities include:

  • Provide leadership and support department needs for business led software applications such as Microsoft Office 365, Reporting/Analytic tools, 3rd party business applications.
  • Provide leadership and direction in the design, development, administration, communications, and maintenance of business architecture as the Product Owner.
  • Manage day\-to\-day portfolio activities and establish a working plan for each project phase.
  • Conduct research of operational nature for department, so that accurate and concise issue analysis is available to the Senior Management Team.

### **Minimum Qualifications**

Four (4\) years of experience in product management. Experience must demonstrate all of the following:

  • Leading cross\-functional product teams using Agile or other iterative development methodologies.
  • Directing the creation and advising on product strategy, roadmap development, governance, or service delivery initiatives independently.
  • Experience designing, developing, administering, and maintaining business information architecture (diagrams, workflows, policy/procedure flows) for an enterprise function.
  • Demonstrated experience working with large stakeholder groups, facilitating and mediating decision making, building technology solutions that solve business problems with a focus on customer experience and change management.
  • Experience working with Microsoft 365, Smartsheet, Tableau, Power BI or similar Business Intelligence or Collaborative Work Management Platform tools

### **Preferred Qualifications**

  • Experience conducting user research, customer interviews, surveys, or usability feedback analysis.
  • Experience working as a product manager or product owner in a government or highly regulated environment where data and information must be protected (HIPAA, CJIS, etc.) leveraging tools such DLP or other data protection controls.
  • Demonstrated skills in SharePoint including building sites, forms, workflows and site administration.
  • Experience with content management and collaboration tools such as Teams, Miro, Mural, Conferencing Rooms, Zoom, Telehealth.
  • Experience with major application conversions or migrations with demonstrated experience in mapping content, build design considerations, create and implement process maps, business case building and implement changes with a focus on continuous improvement
  • Experience with managing Artificial Intelligence (AI) including setting policy, building and reviewing use cases, and managing governing bodies designed to oversee AI
  • Experience in state government, healthcare, or complex regulated environments; collaborating with MNIT or similar centralized technology organizations on standards and systems development.
  • Experience with the Power Platform (Power Automate, Power BI, Power Apps) to automate workflows and develop analytics for engagement/operational metrics.
  • Strong record of leading cross\-functional committees/task forces, aligning policy with technology, and guiding organizational change initiative.
