Job Description:

You own the architecture and the engine of a new public\-facing health reporting application for a federal public health agency. Members of the public and clinicians will use it to submit safety reports in English and Spanish. You build it on cloud services the agency already runs, and you leave the agency able to change the form without a developer.

Full time, W\-2, hybrid from Fairfax, Virginia, starting October 2026\.

### **Why this job exists**

SPN Solutions has won a new contract to build a public\-facing health reporting application for a federal public health agency. Members of the public and clinicians will use it to submit safety reports in English and Spanish. It is built on cloud services the agency already runs, by a small team in which every person owns their part.

### **What you will do**

• Own the solution architecture: Node.js and Express on Azure App Service, Azure SQL, Blob Storage, Key Vault, Azure Functions and Logic Apps.
• Build a versioned form\-definition engine that drives both reporting paths, with branch conditions evaluated on the server as well as the screen.
• Build a configuration console that lets agency staff edit content, fields, validation and branching logic through draft, preview, gated publish, audit and one\-step rollback.
• Build automated publish gates for branching regression and English/Spanish parity that block a failing release and name the cause.
• Build the integration adapter to the agency's existing system of record, with intake decoupled from transmission so traffic surges queue instead of failing.
• Build and run the CI/CD pipeline: versioned builds, recorded rollback points, smoke tests after every deployment.
• Run application security scanning and remediate findings within federal timelines.
• Write the technical control content for the system's security and privacy documentation.
• Author the technical design document.
• Peer review every change by the Full\-Stack Application Developer. No one merges their own code.
• Coordinate with agency hosting teams and other support contractors on environment and interface questions.

### **What you need**

• Bachelor's degree in computer science, engineering or a related field and 8 years of software development experience; 12 years of experience may substitute for the degree.
• At least 3 years leading design and delivery of a production web application.
• Hands\-on Node.js or TypeScript, Express, and SQL Server or Azure SQL.
• Delivery on Microsoft Azure: App Service, Azure SQL, Key Vault, Functions, and Microsoft Entra ID.
• A rules engine, form engine or configurable workflow you designed and shipped.
• CI/CD pipeline ownership, including automated tests as release gates.
• Experience in at least one of: healthcare informatics, public health surveillance systems, healthcare data management, or healthcare\-related IT.
• Working knowledge of NIST SP 800\-53 controls and FISMA documentation.
• Ability to obtain and keep a federal Public Trust determination.

### **What sets a candidate apart**

• Work on a federal system under an authority to operate or develop, including FedRAMP control inheritance.
• HL7, FHIR or structured clinical data capture.
• Microsoft Certified: Azure Developer Associate or Azure Solutions Architect Expert.
• Section 508 and WCAG 2\.1 AA implementation experience.
• Prior federal health agency work.
