About this role

Catcher Company LLC is a dynamic, fast-growing management platform supporting a portfolio of construction and electrical businesses as they expand into new markets

Position Overview

Catcher Company LLC is seeking an experienced Workforce Operations Manager to oversee recruiting, construction payroll, and day-to-day workforce operations across multiple business entities. This is a hands-on role for an organized, solutions-oriented professional who understands the demands of construction operations and can manage critical processes with accuracy, discretion, and independence.

The ideal candidate brings strong construction payroll expertise, including certified payroll, prevailing wage requirements, and job costing, along with the ability to manage recruiting and routine employee matters. This individual will play an important role in keeping workforce operations running smoothly while supporting the company's continued growth into new markets.

This is an operations-focused position, not a traditional HR department role. The Workforce Operations Manager will own day-to-day execution, partner closely with operations leadership, and coordinate with Legal on policy, disciplinary decisions, and matters involving potential legal exposure.

Key Responsibilities

Recruiting & Workforce Coordination

  • Provide managerial oversight of the full-cycle recruiting process, including offer processes and onboarding.
  • Partner with hiring managers to understand workforce needs, prioritize openings, and maintain an effective hiring pipeline.
  • Coordinate new-hire documentation and ensure timely communication between hiring managers, payroll, and other internal stakeholders.

Construction Payroll & Compliance

  • Manage payroll processing across multiple business entities, ensuring accurate and timely pay.
  • Oversee certified payroll reporting, prevailing wage requirements, and job cost coding.
  • Review timekeeping records, resolve discrepancies, and maintain consistent payroll processes across pay periods.
  • Maintain organized payroll documentation and support applicable audits, reporting requirements, and compliance procedures.
  • Identify opportunities to improve payroll accuracy, streamline workflows, and strengthen internal controls.

Employee Support & Operations

  • Serve as a primary point of contact for routine employee questions involving payroll, onboarding, and day-to-day workforce matters.
  • Resolve routine issues independently while recognizing when matters require escalation to Legal or operations leadership.
  • Maintain confidentiality when handling sensitive employee and payroll information.
  • Develop and maintain practical, consistent processes that support both field and office personnel.

Business Growth & Process Improvement

  • Support workforce and payroll operations as the business expands into additional markets, including Washington and Arizona.
  • Help establish scalable processes for multi-entity and multi-state operations.
  • Collaborate with leadership to improve operational efficiency, communication, and accountability across the organization.

Qualifications

  • Demonstrated experience managing construction payroll, including certified payroll, prevailing wage reporting, and job costing.
  • Experience processing payroll across multiple legal entities.
  • Working knowledge of construction timekeeping, payroll documentation, and applicable compliance requirements.
  • Experience managing recruiting and onboarding from start to finish.
  • Ability to independently manage routine employee matters, exercise sound judgment, and appropriately escalate sensitive or legally complex issues.
  • Strong organizational skills, attention to detail, and the ability to manage competing priorities in a deadline-driven environment.
  • Excellent communication skills and the ability to work effectively with field employees, hiring managers, and leadership.
  • High level of discretion when handling confidential information.

Preferred Qualifications

  • Multi-state payroll experience, particularly in construction.
  • Experience supporting expansion into new states or jurisdictions.
  • Familiarity with construction payroll systems, certified payroll reporting platforms, and job costing software.
  • Experience improving processes in a growing, multi-entity organization.

What Makes This Opportunity Different

  • Meaningful ownership: Take responsibility for essential workforce operations and make a direct impact on business performance.
  • Variety and autonomy: Work across payroll, recruiting, and operations rather than being limited to a single administrative function.
  • Direct leadership partnership: Collaborate with operations leadership and Legal to resolve issues and support sound business decisions.
  • Opportunity to build: Help develop scalable processes as the company grows and enters new markets.
  • Visible impact: Improve the systems and workflows that keep employees paid accurately, positions filled, and operations moving forward.

We are looking for a dependable, proactive professional who takes ownership, anticipates problems, and gets things done. If you bring strong construction payroll expertise and enjoy building efficient operations in a growing business, we encourage you to apply.
