**Position Summary**

The Senior Product Owner (PO) owns the vision, backlog, and delivery outcomes for one or more of Roeing’s public\-sector software products. The Senior PO translates state and federal program requirements into a prioritized backlog, represents Roeing’s voice to the customer and the customer’s voice to internal delivery teams, and is accountable for maximizing product value across the full software development lifecycle.

This is a senior individual\-contributor role expected to operate with minimal oversight, mentor Business Analysts and Product Owners, and serve as the escalation point for backlog, prioritization, and requirements decisions on assigned product(s).

**Key Responsibilities**

Product Vision, Strategy \& Regulatory Ownership

  • Define and communicate the product vision and roadmap, aligned to Roeing’s strategic objectives and the governing state/federal program guidelines for the assigned agency contract.
  • Serve as the regulatory subject\-matter expert, tracking compliance and reporting/data\-transparency obligations that shape the roadmap, and driving continuous improvement to keep pace with them.

**Product Backlog Management**

  • Own, create, refine, and prioritize the product backlog independently, writing clear epics, user stories, and testable acceptance criteria, sequenced by value, risk, dependency, and urgency.
  • Plan product releases — scope, schedule, and goals — and forecast delivery dates and outcomes in partnership with the assigned PM.

**Stakeholder \& Client Collaboration**

  • Act as the primary liaison between state\-agency stakeholders, customers, and Roeing’s development, QA, and architecture teams.
  • Gather and reconcile competing requirements from agency staff, executive sponsors, and end users, resolving conflicts and managing expectations through the product roadmap.

**Agile Delivery Leadership**

  • Participate in and help facilitate Sprint Planning, Backlog Refinement, Sprint Reviews, and Retrospectives within Roeing’s Azure DevOps\-based delivery process; review and formally accept completed increments.
  • Mentor Business Analysts and Product Owners on backlog discipline and user\-story quality (per Roeing’s IIBA\-aligned standard), and document solution behavior per Roeing’s Developer Solution Description SOP for QA and SOC 2 traceability.

**Product Value, Market \& Client\-Facing Duties**

  • Maximize product value by ensuring releases meet customer\-satisfaction and business\-goal targets, iterating on ticket\-metrics and user feedback.
  • Represent Roeing at trade associations, tradeshows, or user\-group meetings, and partner with the Account Executive on demos, RFP/SOW input, and quarterly user training.

**Required Qualifications**

  • Bachelor’s degree in Computer Science, Information Technology, Business, or a related field (equivalent experience considered).
  • 5\+ years in Product Ownership, Business Analysis, or Product Management, including 2\+ years at a senior/lead level of independence.
  • Demonstrated experience owning a backlog for a live, in\-production software product — public\-sector or regulated\-industry experience strongly preferred.
  • Strong understanding of the full SDLC and Agile/Scrum delivery, with proven ability to write high\-quality, testable requirements under competing priorities.
  • Excellent written and verbal communication skills, including experience presenting to executive sponsors and non\-technical stakeholders.
  • Hands\-on experience with Azure DevOps (Roeing’s standard tool) for backlog, sprint, and release management; SharePoint experience a plus.

Preferred Qualifications \& Certifications

Roeing does not currently require certification for this role, but the following credentials are preferred and reflect the closest formal standards bodies for product ownership (there is no single organization named a “Product Owner Institute”):

  • Certified Scrum Product Owner (CSPO) or Advanced CSPO — Scrum Alliance; or Professional Scrum Product Owner I/II (PSPO) — Scrum.org.
  • Certificate in Product Ownership Analysis (IIBA–CPOA), which blends BA and PO competencies and maps closely to Roeing’s hybrid BA/PO role.
  • Scrum Master certification (CSM/PSM) — called out in Roeing’s current PO hiring requisitions.
  • Experience with public\-sector, human\-services, or housing\-finance software domains (e.g., LIHEAP/EAP, waitlist/eligibility systems).

Pay: $100,000\. 00 \- $120,000\. 00 per year
