This is a senior, hands-on leadership role for a seasoned HR professional who has built and led HR teams, run full-cycle recruiting, designed and enforced policy, maintained SOX-compliant HR processes, and developed leadership succession plans.

The HR Manager ensures the site’s people needs are met efficiently, legally, and in alignment with the overall business strategy, while fostering an employee-focused culture in a regulated aerospace manufacturing environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Strategic HR Leadership

  • Lead and develop the HR department; set short- and long-range departmental goals and objectives in partnership with site management.
  • Develop, implement, and monitor HR strategies, systems, tactics, and procedures aligned with business goals; produce and review HR metrics (turnover, time-to-fill, cost-per-hire, absenteeism, engagement) with leadership on a regular cadence.
  • Serve as a trusted advisor to the site leadership team on workforce planning, organizational design, compensation, and talent decisions.

Full-Cycle Recruiting and Talent Acquisition

  • Own site recruitment strategy, results, and accountability from workforce planning and requisition approval through sourcing, interviewing, selection, offer, and onboarding.
  • Build talent pipelines for skilled manufacturing, technical, and leadership roles through agency partnerships, schools, community programs, and employee referrals.
  • Implement structured, consistent, and defensible interview and selection practices; manage offers, background screening, and onboarding.
  • Track and report recruiting metrics and continuously improve time-to-fill, quality of hire, and retention of new hires.

Succession Planning and Talent Management

  • Lead the site succession planning process, including talent reviews, identification of critical roles, high-potential and successor readiness assessments, and development of bench strength for supervisory, management, and key technical positions.
  • Partner with leaders to create individual development plans, career paths, and rotational or stretch assignments that build the leadership pipeline.
  • Administer performance management, goal-setting, and annual review processes; coach managers on performance improvement and documentation.
  • Identify and assess current and future training needs through job analysis, career paths, performance appraisals, and consultation with line managers; oversee training and development programs.

Policy Development and Compliance

  • Create, update, communicate, and enforce HR policies, procedures, and the employee handbook, ensuring consistency, clarity, and compliance with federal, state, and local requirements.
  • Maintain in-depth knowledge of California labor law, wage and hour, and related employment regulations; proactively assess and reduce legal risk.
  • Ensure compliance with SOX requirements as they relate to HR and payroll processes, including documented internal controls, segregation of duties, access controls to HRIS and payroll systems, approval workflows for pay and headcount changes, and audit-ready records.
  • Support internal and external audits by providing documentation, testing evidence, and timely remediation of control deficiencies.
  • Oversee personnel records management, retention, and confidentiality; partner with Legal and outside counsel as needed.

Employee Relations and Investigations

  • Act as business partner on employee relations for exempt and hourly employees; address and resolve concerns promptly and fairly.
  • Manage and resolve complex employee relations issues; conduct thorough, objective, and well-documented investigations, including ethics hotline cases, and recommend corrective action.
  • Develop initiatives that foster a positive work environment, improve morale, and promote employee engagement, retention, and satisfaction.

Leave Administration, Safety, and Workers’ Compensation

  • Oversee the full lifecycle of leaves of absence (FMLA, CFRA, PDL, and other protected leaves), including interactive process and accommodation requests.
  • Manage workers’ compensation claims, return-to-work, and fit-for-duty processes in coordination with carriers and third-party administrators.

  • Hands-on experience with SOX compliance and internal controls related to HR and payroll processes, including audit support.
  • Demonstrated experience creating, implementing, and enforcing HR policies and procedures.
  • Demonstrated experience designing and executing succession planning and leadership development programs.
  • Experience in a manufacturing environment required; aerospace or other regulated industry experience preferred.
