Solutions Architect – Cloud, DevSecOps, AI Enablement & Application Modernization

Job Title: Solutions Architect

Location: Remote

Center for Medicaid and Medicare Services

Employment Type: Full-Time

Experience: 10+ Years Preferred

Job Summary

We are seeking an experienced Solutions Architect to lead the design and implementation of scalable, secure, cloud-native solutions that support enterprise application modernization and AI enablement initiatives. The ideal candidate will have strong expertise in cloud architecture, DevSecOps, API design and integration, and modern application architectures.

This role requires a hands-on technical leader who can translate business requirements into practical architectural solutions, guide engineering teams, evaluate emerging technologies, and drive modernization strategies across complex enterprise environments.

The ideal candidate should be comfortable working with technical stakeholders, leading architecture discussions, identifying opportunities for automation and AI adoption, and ensuring solutions align with enterprise security, scalability, performance, and compliance requirements.

Key Responsibilities

1. Cloud Architecture & Engineering

  • Design and implement scalable, resilient, and secure cloud architectures across AWS, Microsoft Azure, or Google Cloud Platform.
  • Develop cloud adoption, migration, and optimization strategies for enterprise applications.
  • Establish architectural standards and best practices for cloud-native development, infrastructure automation, and resource management.
  • Evaluate cloud services and recommend appropriate technologies based on business and technical requirements.
  • Drive containerization and orchestration strategies using Docker, Kubernetes, and OpenShift.

2. DevSecOps & Automation

  • Design and implement DevSecOps practices that integrate security throughout the software development lifecycle.
  • Develop and optimize CI/CD pipelines using tools such as Jenkins, GitLab CI/CD, GitHub Actions, Azure DevOps, or similar platforms.
  • Integrate automated security scanning, vulnerability assessment, compliance validation, and code quality checks into deployment pipelines.
  • Implement Infrastructure as Code (IaC) using Terraform, CloudFormation, Ansible, or equivalent technologies.
  • Establish monitoring, logging, observability, and automated deployment practices to improve reliability and operational efficiency.

3. AI Enablement & Intelligent Solutions

  • Identify opportunities to incorporate AI/ML capabilities into enterprise applications, business workflows, and modernization initiatives.
  • Design architectures that enable secure integration of AI services, large language models (LLMs), and generative AI capabilities.
  • Evaluate AI platforms, APIs, model integration patterns, and automation frameworks to address business challenges.
  • Support the implementation of Retrieval-Augmented Generation (RAG), AI agents, and enterprise knowledge integration where appropriate.
  • Establish architectural guardrails for AI security, data privacy, governance, responsible AI, and model access.
  • Guide engineering teams in selecting practical, scalable AI solutions that deliver measurable business value.

4. API Architecture & Integration

  • Design secure, scalable, and reusable APIs and integration frameworks for enterprise applications.
  • Establish API standards covering RESTful services, API versioning, authentication, authorization, throttling, and lifecycle management.
  • Implement API security and access controls using OAuth 2.0, OpenID Connect, JWT, and related standards.
  • Evaluate and implement API management platforms, gateways, microservices, and event-driven integration patterns.
  • Ensure seamless integration between legacy systems, cloud platforms, modern applications, and external services.

5. Application Modernization

  • Lead the modernization of legacy applications through cloud migration, re-platforming, refactoring, and re-architecting.
  • Assess existing application portfolios and identify opportunities to improve scalability, maintainability, performance, and security.
  • Design modern application architectures using microservices, serverless computing, containers, and cloud-native patterns as appropriate.
  • Develop modernization roadmaps, architecture diagrams, technical standards, and implementation strategies.
  • Guide development teams in adopting modern engineering practices while minimizing disruption to existing business operations.

6. Technical Leadership & Stakeholder Engagement

  • Lead architecture reviews, technical design sessions, and solution planning discussions with business and engineering stakeholders.
  • Translate complex business requirements into clear technical designs, implementation plans, and architectural recommendations.
  • Collaborate with application development, infrastructure, security, data, and DevOps teams.
  • Identify technical risks, dependencies, and opportunities for innovation and continuous improvement.
  • Mentor engineering teams and promote architectural consistency, reusable components, and engineering best practices.
  • Communicate technical concepts clearly to both technical and non-technical stakeholders.

Required Qualifications

  • 10+ years of experience in software engineering, cloud engineering, enterprise architecture, or solution architecture.
  • Demonstrated experience designing and implementing enterprise-scale cloud solutions.
  • Strong hands-on expertise in at least one major cloud platform: AWS, Azure, or GCP.
  • Proven experience implementing DevSecOps practices, CI/CD pipelines, infrastructure automation, and security controls.
  • Strong understanding of API architecture, RESTful services, API gateways, authentication, authorization, and enterprise integrations.
  • Experience modernizing legacy applications and designing cloud-native architectures.
  • Working knowledge of AI/ML and generative AI integration patterns, including LLMs, RAG, and AI-enabled application workflows.
  • Experience with containers and orchestration technologies such as Docker, Kubernetes, or OpenShift.
  • Strong understanding of enterprise security, identity and access management, networking, observability, and system reliability.
  • Excellent problem-solving, architectural documentation, communication, and stakeholder management skills.

Preferred Qualifications

  • Experience with federal government, public-sector, or highly regulated enterprise environments.
  • Familiarity with Zero Trust architecture, security compliance frameworks, and secure cloud deployments.
  • Experience with API management solutions such as Apigee, Amazon API Gateway, Azure API Management, or Kong.
  • Familiarity with event-driven architecture, messaging platforms, and distributed systems.
  • Experience with AI orchestration frameworks, vector databases, model-serving platforms, or enterprise AI governance.
