Job Description
Your greatest work is ahead!
Leidos' Defense Sector is seeking a highly accomplished Instrumentation Operations Manager to support the U.S. Army Space and Missile Defense Command (USASMDC) Reagan Test Range (RTR) Operations, Sustainment, Improvement, and Engineering (ROSIE) program.
At Leidos, we deliver innovative solutions through the efforts of our diverse and talented people who are dedicated to our customers' success. We empower our teams, contribute to our communities, and operate sustainably. Everything we do is built on a commitment to do the right thing for our customers, our people, and our community.
Reagan Test Range operates some of the nation's most sophisticated radar, telemetry, optical, and test instrumentation systems supporting ballistic missile testing, missile defense, hypersonic testing, Space Domain Awareness, and space Measurement and Signature Intelligence (MASINT) missions.
The Instrumentation Operations Manager will lead RTR instrumentation operations and maintenance activities, ensuring radar, telemetry, optical, and supporting systems achieve the readiness, performance, availability, and reliability required to execute critical national security missions.
This position requires a leader who understands the complexities of operating and sustaining advanced instrumentation in a demanding mission environment. The successful candidate will combine technical expertise, operational leadership, disciplined maintenance management, and a demonstrated ability to improve system performance while protecting mission continuity.
The Instrumentation Operations Manager will lead a multidisciplinary technical organization supporting the KREMS ALTAIR, TRADEX, ALCOR, and MMW radars; additional range radar assets; optical and telemetry systems; and associated support infrastructure.
You will work closely with mission operations, engineering, maintenance, and modernization organizations to maintain operational readiness, resolve complex technical challenges, and improve the long-term performance and sustainment of RTR instrumentation.
This position is contingent upon contract award to Leidos.
Primary Responsibilities
- Serve as the senior manager responsible for RTR instrumentation operations and maintenance, providing leadership across radar, telemetry, optical, and associated instrumentation systems.
- Direct operations and sustainment activities for RTR instrumentation, including ALTAIR, TRADEX, ALCOR, MMW, MPS-36, GBR-K, optical sensors, telemetry systems, and associated support equipment.
- Ensure instrumentation readiness and mission capability for ballistic missile testing, missile defense, hypersonic missions, Space Domain Awareness, MASINT, and other range activities.
- Lead instrumentation operations and maintenance personnel across geographically dispersed sites and technical disciplines.
- Coordinate with RTR Mission Operations, Space Operations, Range Operations, and engineering organizations to ensure instrumentation availability and successful mission execution.
- Direct preventive, corrective, and reactive maintenance programs, including maintenance scheduling, troubleshooting, repair, testing, and return-to-service verification.
- Lead planning and execution of radar Extended Maintenance Periods, including Government coordination, work packages, staffing, technical reviews, safety assessments, post-maintenance testing, and completion reporting.
- Ensure instrumentation operates within approved performance baselines, calibration specifications, operational thresholds, and published Instrumentation and Support Facilities Manual requirements.
- Develop and implement measurement systems to assess instrumentation performance, operational availability, reliability, maintainability, and equipment condition.
- Analyze performance trends, recurring failures, maintenance data, and operational metrics to identify corrective actions and continuous improvement opportunities.
- Coordinate maintenance, engineering, and modernization schedules to minimize conflicts with mission execution and protect operational readiness.
- Partner with the Chief Engineer and Improvements and Modernization organization to develop sustainment strategies, modernization plans, engineering improvements, and obsolescence mitigation initiatives.
- Ensure instrumentation maintenance activities and associated records are accurately documented in Government-approved logistics information systems.
- Direct development and maintenance of instrumentation procedures, maintenance documentation, technical records, and configuration-controlled operating baselines.
- Manage instrumentation workforce staffing, qualifications, technical training, mentoring, and succession planning.
- Ensure operations and maintenance activities comply with applicable safety, RF safety, cybersecurity, environmental, quality, and Government requirements.
- Provide technical and operational leadership during mission anomalies, equipment failures, and other situations affecting instrumentation readiness.
- Develop and present instrumentation status reports, availability assessments, reliability analyses, maintenance plans, and operational performance briefings.
- Establish a culture of operational excellence, technical accountability, continuous improvement, and employee engagement.
- Identify and implement improvements that increase instrumentation reliability, reduce recurring maintenance, improve workforce efficiency, and extend the useful life of mission-critical systems.
Basic Qualifications
- Master of Science degree from an accredited college or university in Engineering or a scientific field of study and a minimum of 15 years of progressively complex experience in engineering or scientific disciplines. A PhD in a related science or engineering field may substitute for three years of relevant experience.
- Prior experience in operations, planning, or ballistic missile test mission planning.
- Familiarity with radar, telemetry, and/or optical instrumentation concepts, operations, and maintenance.
- Demonstrated experience leading complex technical operations, engineering, or maintenance organizations supporting mission-critical instrumentation or systems.
- Experience managing preventive and corrective maintenance programs, equipment readiness, reliability, and technical performance.
- Experience coordinating operational activities across multiple technical disciplines and geographically distributed organizations.
- Demonstrated ability to analyze system performance metrics, identify deficiencies, and implement improvements to operational availability and maintainability.
- Experience working with engineering organizations to resolve complex technical issues and implement approved system improvements.
- Experience developing operational plans, maintenance schedules, technical procedures, and performance reports.
- Strong technical leadership, analytical, problem-solving, organizational, and written/verbal communication skills.
- Ability to support mission-driven operations, including nonstandard schedules and surge requirements.
- Ability to travel to CONUS and OCONUS locations as required.
- An active Top Secret / Secured Compartmented Information clearance and ability to meet installation access requirements.
Preferred Qualifications
- Direct experience with KREMS instrumentation, including ALTAIR, TRADEX, ALCOR, or MMW radar systems.
- Experience managing operations and sustainment of large radar, telemetry, optical, or advanced sensor installations.
- Experience supporting Major Range and Test Facility Base, missile defense, ballistic missile test, hypersonic, or Space Domain Awareness missions.
- Experience with high-power radar systems, phased-array radar, precision tracking, or wideband imaging instrumentation.
- Experience managing technical operations and maintenance organizations at remote or OCONUS locations.
- Familiarity with Army maintenance practices, logistics information systems, technical manuals, and configuration management.
- Experience managing instrumentation calibration, verification testing, operational acceptance testing, and readiness certification.
- Experience implementing reliability-centered maintenance, condition-based maintenance, predictive analytics, or other sustainment improvement methods.
- Experience supporting specialized technical facility systems, including cooling, electrical power, antenna systems, and transmitter infrastructure.
- Experience with digital engineering, maintenance analytics, operational dashboards, or integrated sustainment planning.
- Demonstrated success developing technical talent, retaining critical expertise, and improving operational performance.
