About this role
Business Analyst
Type: Full-time Salary range: $77,000 – $85,000 per year
Position Summary:
We are seeking a Business Analyst to join our program team supporting a federal agency client’s enterprise applications. The team supports executive-office, legislative affairs, and legal business lines, including legal case-management systems, and works daily with attorneys, business stakeholders, and senior leadership.
In this role, you will bridge agency business stakeholders and Agile delivery teams: eliciting and documenting requirements; leading, managing, and implementing Agile methodologies, Jira boards, and Scrum ceremonies; writing clear technical and contract documentation; and supporting the Project Manager with planning, tracking, and reporting.
The ideal candidate is an organized, detail-oriented communicator and Agile practitioner who can lead a Scrum team, quickly learn complex systems and business processes, and turn complex needs into well-written, testable work that delivers value to the agency’s mission.
Requirements:
- Minimum of 5-8 years of business analysis experience on IT projects, preferably supporting federal agencies.
- Demonstrated experience leading Agile/Scrum teams, including implementing Agile methodologies, facilitating Scrum ceremonies, and writing user stories and acceptance criteria.
- Hands-on experience setting up, configuring, and managing Jira boards, workflows, sprints, and dashboards (Jira administration experience a plus).
- Demonstrated technical writing experience producing requirements, user documentation, and formal deliverables for a government or enterprise client.
- Experience supporting project management activities such as schedules, status reporting, and RAID logs using MS Project, Smartsheet, or similar tools.
- Proficiency with Confluence, SharePoint, and Microsoft Office (Word, Excel, PowerPoint, Visio).
- Strong analytical, facilitation, and communication skills, with the ability to engage technical and non-technical audiences.
- Experience working directly with attorneys, executives, or other senior stakeholders; legal, case-management, or correspondence-tracking systems experience a plus.
- A self-directed, highly responsive working style: proactive outreach, consistent availability during core hours, and reliable follow-through on commitments.
Plusses:
- Experience with configuration management, including baselining and version control of requirements and documentation, configuration item tracking, change control board (CCB) support, and release management practices.
- Familiarity with federal IT delivery frameworks, governance processes, and Section 508 accessibility standards.
- Experience with the Scaled Agile Framework (SAFe) and PI planning.
RESPONSIBILITIES
Business Analysis & Requirements
- Elicit, analyze, and document business, functional, and non-functional requirements through stakeholder interviews, workshops, and process walkthroughs with agency product owners and end users.
- Translate requirements into epics, user stories, and acceptance criteria, and maintain traceability from requirement through test and release.
- Model current- and future-state business processes and workflows, identifying gaps, risks, and improvement opportunities.
- Support system and user acceptance testing by developing test scenarios, coordinating client user acceptance testing, and triaging defects with the development team.
- Quickly build working knowledge of the client’s case-management systems and the business processes they support, proactively scheduling walkthroughs and knowledge transfer with the development team and stakeholders.
Agile Leadership, Jira & Scrum Ceremonies
- Lead, manage, and implement Agile methodologies for the product team, establishing Scrum practices, working agreements, and the Definitions of Ready and Done, and coaching team members and stakeholders on Agile principles.
- Set up, configure, and manage Jira boards (Scrum and Kanban), including workflows, issue types, epics, sprints, components, filters, and dashboards, and keep board data accurate and current.
- Plan, lead, and facilitate Scrum ceremonies, including backlog refinement, sprint planning, daily stand-ups, sprint reviews and demos, retrospectives, and Program Increment (PI) planning.
- Partner with the Product Owner to refine and prioritize the product backlog, ensuring stories are ready before sprint planning.
- Track and report sprint progress, velocity, burndown, and team health metrics; remove impediments and manage cross-team dependencies.
- Drive continuous improvement by turning retrospective outcomes into action items and maturing the team’s Agile practices over time.
Technical Writing & Documentation
- Author and maintain requirements documents, process documentation, user guides, release notes, standard operating procedures (SOPs), and training materials.
- Prepare formal deliverables in client-approved templates that meet defined acceptance criteria and Section 508 accessibility standards.
- Keep documentation accurate, version-controlled, and current in Confluence and SharePoint so it can be easily found and reused.
- Edit and review content from technical team members for clarity, consistency, and plain-language writing.
Project Management
Support
- Develop and maintain project schedules, work plans, and RAID logs (risks, actions, issues, and decisions), and track dependencies across teams.
- Prepare status reports, metrics, and briefings for the Project Manager, program leadership, and client stakeholders, and support the recurring deliverables submission process.
- Plan and coordinate meetings, prepare agendas and minutes, and follow action items through to closure.
- Monitor scope, schedule, and quality; support change requests with impact analysis and recommendations.
