Job Description:

The consultant will gather and document requirements, identify process improvements, develop user stories and acceptance criteria, and support system design and testing.

Required Skills:

• 7+ years of Business Analyst experience, including at least 3 years in a Senior BA role.
• Experience with legacy application analysis or digital transformation projects.
• Strong requirements gathering, user stories, and acceptance criteria.
• Agile/Scrum experience with Azure DevOps, Jira, or similar tools.
• Experience testing large-scale projects and leading UAT.
• Excellent communication, documentation, and prioritization skills.

Preferred Skills:

• Enterprise application modernization and business process reengineering.
• Knowledge of WCAG 2.1 accessibility standards and public-sector compliance.
• Experience with Pennsylvania Commonwealth agencies or similar government organizations.
