Job Description

HYC USA is seeking a bilingual Technical Program Manager with an electrical engineering background and hands-on PM/TPM experience to manage electronic test equipment and automation projects from customer requirements through final delivery.

You will serve as the primary contact between customers and engineering teams in the United States and China. This role requires the ability to understand technical issues, translate customer requirements into clear engineering tasks, and drive projects to meet agreed-upon schedule, quality, and cost targets.

Key Responsibilities

  • Customer Requirements and Change Management: Gather and clarify customer requirements, technical specifications, and acceptance criteria. Assess the impact of changes on cost, resources, and schedules, and coordinate approval.
  • Project Planning and Delivery: Develop and maintain project schedules, milestones, and delivery plans. Track engineering progress, material readiness, equipment builds, validation, and acceptance.
  • Cross-Functional Coordination: Coordinate electrical, mechanical, software, manufacturing, quality, supply-chain, and field-service teams. Establish owners and deadlines, and drive issues and action items to closure.
  • Technical Reviews and Problem Solving: Participate in schematic, PCB/PCBA, and test-plan reviews. Coordinate circuit debugging, system integration, root-cause analysis, and corrective-action validation.
  • Customer Communication and Risk Management: Lead customer and internal project meetings, communicate progress and risks, propose practical solutions, manage customer expectations, and escalate critical issues.
  • On-Site Support and Acceptance: Support customer-site installation, commissioning, validation, and final delivery. Maintain project and technical documentation.

Minimum Qualifications

  • Bachelor’s degree or higher in Electrical Engineering, Electronics Engineering, Computer Engineering, or a related engineering field.
  • Professional experience as an Electrical Engineer, Electronics Hardware Engineer, or Electrical Test Engineer, with a working understanding of circuits, electronic hardware, and testing principles.
  • At least two years of hands-on PM, TPM, EPM, or equivalent project-management experience, including independent ownership of project schedules, cross-functional coordination, risk management, and delivery.
  • Ability to read electrical schematics, PCB/PCBA documentation, BOMs, and test reports; participate in technical reviews; and coordinate engineering issue resolution. Familiarity with common test tools such as oscilloscopes, multimeters, and power supplies.
  • Fluency in English and Mandarin Chinese, with the ability to independently lead customer technical and project meetings and prepare clear written updates.
  • Strong requirements-management, customer-communication, and organizational skills, with the ability to manage multiple priorities and proactively drive problem resolution.
  • Ability to work on-site five days per week in the Bay Area, California, and accommodate evening meetings with teams in China, customer-site travel, and training in China as needed.

Preferred Qualifications

  • Experience working directly with major technology companies, OEMs, or consumer-electronics customers.
  • Project-management experience with electronic test equipment, factory automation, or custom automated equipment.
  • Familiarity with the full NPI lifecycle, including design, prototype builds, validation, production readiness, and delivery.
  • Familiarity with FCT, ICT, DAQ, PLCs, sensors, motion control, or automated test systems.
  • Experience with equipment integration, commissioning, Factory Acceptance Testing (FAT), or Site Acceptance Testing (SAT).
  • Familiarity with DFM, FMEA, DOE, or engineering change management, and experience coordinating international engineering, manufacturing, and supplier teams.
  • PMP certification is a plus but not required.

Pay: $100,000.00 - $150,000.00 per year
