About this role

Overview

Under the general supervision of the Controller, the Accountant performs professional accounting work involving the preparation, recording, analysis, reconciliation, and maintenance of the Authority's financial records and reports.

The Accountant exercises independent judgment within established procedures to ensure the accuracy and integrity of financial information and compliance with generally accepted accounting principles (GAAP), applicable Governmental Accounting Standards Board (GASB) standards, U.S. Department of Housing and Urban Development (HUD) requirements, and Authority policies and procedures.

The position supports the general ledger and month-end close, project-based accounting for the Authority's Asset Management Projects (AMPs) and Central Office Cost Center (COCC), HUD financial reporting, budgeting, and annual audits. The Accountant also performs reconciliations for the Capital Fund Program, other grants, and the Housing Choice Voucher (HCV) program.

Work is reviewed by the Controller for accuracy, compliance, and results.

Responsibilities

General Ledger and Month-End Close (approximately 35%)

  • Performs professional accounting functions involving the general ledger, accounts receivable, accounts payable, payroll, rental collections, benefits, grants, and other financial activities.
  • Prepares and posts journal entries, accruals, deferrals, and recurring entries with complete supporting documentation, for review and approval by the Controller.
  • Prepares and reconciles general ledger accounts, including bank accounts, tenant accounts receivable, accounts payable, payroll liabilities, security deposits, and inter-fund and inter-AMP due-to/due-from balances.
  • Reviews accounting records and transactions for accuracy, completeness, proper classification, and compliance with established accounting procedures and the HUD Financial Data Schedule (FDS) line-item structure.
  • Assists the Controller with monthly and year-end closing activities and completes assigned reconciliations and adjustments accurately and on schedule.
  • Maintains capital asset records and prepares depreciation schedules.
  • Researches and resolves accounting discrepancies, escalating complex or unusual issues to the Controller.

2. AMP Accounting, Budgeting, and Financial Reports (approximately 25%)

  • Maintains project-based accounting records for each AMP and the COCC in accordance with 24 CFR Part 990, Subpart H.
  • Calculates and records property management, bookkeeping, and asset management fees and fee-for-service charges between AMPs and the COCC.
  • Reconciles tenant rent rolls, tenant accounts receivable, write-offs, and repayment agreements to the general ledger in coordination with property management.
  • Assists with the development and preparation of the Authority's annual operating and capital budgets, including gathering and analyzing financial information.
  • Monitors revenues and expenditures, prepares budget-to-actual reports, and identifies significant trends, discrepancies, or variances requiring further review.
  • Prepares periodic financial statements, management reports, account analyses, schedules, and statistical, financial, and narrative reports for management, the Board of Commissioners, and governmental agencies as requested.

3. HUD Reporting and Audit Support (approximately 15%)

  • Assists with preparation of the unaudited and audited FDS submitted through HUD's Financial Assessment Subsystem (FASS-PH), and of other financial reports and supporting documentation required by HUD and other federal, state, and local agencies.
  • Assists with the annual financial statement audit and Single Audit under 2 CFR Part 200, Subpart F, by preparing schedules, reconciliations, supporting documentation, and responses to auditor requests.
  • Assists in preparing the Schedule of Expenditures of Federal Awards (SEFA).

4. Capital Fund and Grants (approximately 15%)

  • Maintains accounting records for grants, special programs, capital projects, and other designated funding sources.
  • Reconciles Capital Fund Program and other grant draws made through HUD's Line of Credit Control System (eLOCCS) to the general ledger and to supporting invoices.
  • Tracks obligation and expenditure deadlines for each Capital Fund grant year and reports upcoming deadlines to the Controller.

  • Maintains separate records of HAP restricted net position and administrative fee unrestricted net position.
  • Reconciles portability billings, receivables, and payables.

INTERNAL CONTROLS AND GENERAL RESPONSIBILITIES

  • Follows established internal controls and segregation of duties. The Accountant does not both initiate and approve the same transaction, including eLOCCS draws and HAP payments, and reports to the Controller any assignment that would combine incompatible functions.
