Job Overview

Griot Solutions is seeking candidates for two full-time, W-2 Senior Business Analyst positions supporting the Texas Education Agency (TEA). You will work with program stakeholders and software development teams on major application enhancements and rewrite projects.

This hands-on role covers requirements gathering, documentation, process improvement, mockups and wireframes, and requirements management throughout the software development life cycle.

DO NOT APPLY IF YOU DO NOT MEET ALL OF THE FOLLOWING REQUIREMENTS

Work Location and Availability

  • You must be able to work on-site as required at 1701 North Congress Avenue, Austin, TX 78701. This is not a fully remote position. Applicants seeking exclusively remote work should not apply.
  • The assignment allows an option for up to 80% remote work. The actual on-site schedule remains subject to confirmation; a fixed remote schedule is not guaranteed.
  • You must be available for the normal Monday–Friday, 8:00 a.m.–5:00 p.m. work schedule. The agency is normally closed on state holidays. Occasional work outside normal business hours may be requested.
  • These are W-2 employee positions with Griot Solutions, not independent-contractor positions.

Mandatory Experience

You must document at least 8 years in EACH of these seven areas:

  • Eliciting requirements through customer interviews and creating well-written system requirements.
  • Working with software development life cycles (SDLCs).
  • Business process re-engineering and software process flow improvement.
  • Developing user stories and use cases that conform to business analysis best practices.
  • Designing mockups and/or wireframes that conform to user-experience best practices.
  • Demonstrating strong communication and facilitation skills.
  • Demonstrating strong writing and organization skills.

You must also document at least 4 years of work experience using Atlassian Jira.

Eight years of general professional experience or a project-management title alone does not meet these requirements. Your résumé must identify the dates and responsibilities supporting every required skill. Experience may overlap across skill categories when the work supports each requirement.

Key Duties

  • Gather requirements through interviews, workshops, joint application development sessions, document analysis, surveys, use cases, scenarios and workflow analysis.
  • Analyze user needs, business processes and system capabilities to identify improvements.
  • Develop business and functional requirements, user stories, use cases and software requirements specifications.
  • Create process flows, context diagrams, UML diagrams, wireframes and mockups.
  • Maintain requirements traceability, track status, follow change-control procedures and coordinate user acceptance testing.
  • Verify that requirements are fulfilled during implementation and subsequent enhancements.

Preferred Experience, Not Mandatory

  • 4 years working for or closely with TEA, another education agency, or an education vendor.
  • 3 years using Modern Requirements.
  • 2 years supporting complaint and case-management workflows, including intake, investigation and resolution.
  • 2 years with educator certification processes, federal/state grant programs or state funding programs.

Assignment and Application Details

The anticipated assignment period is November 16, 2026 through August 31, 2027, with estimated hours not exceeding 1,616 per candidate. Placement depends on client selection and final arrangements. The start date, hours and any extension are not guaranteed.

Client pre-selection screening may include criminal background checks as authorized by Texas law.

Submit a current résumé showing employers/projects, month-and-year dates, and responsibilities demonstrating every mandatory experience requirement. Include your availability for the anticipated assignment period. A Word-format résumé will be required for client submission.
