ABOUT THE ROLE
Gi4, LLC is hiring a senior Web Designer/Developer to build and maintain the web applications that EPA Region 9 and its Pacific Island partners use to run daily environmental work.
That includes the Environmental Information Management Portals for Guam EPA and the CNMI Division of Environmental Quality, and Region 9's existing custom applications, including the Project Tracking Tool, Travel Request System, and Indian Nations Database. You deliver accessible, tested, documented code that meets Section 508 requirements before it reaches a user.
WHAT YOU'LL DO
- Plan, design, develop, test, maintain, and document websites and web applications, interviewing content owners to clarify their goals
- Build and maintain custom applications in JavaScript, TypeScript, and Python using Django, Angular, .NET, WPF, Salesforce Lightning Components, Microsoft SharePoint, Microsoft Power Platform, ArcGIS Notebooks, and ArcObjects
- Add new capabilities to the Guam portal, including a General Complaints Service, a Derelict Vessel App, consolidated map views, a FOIA widget, results-list export, and expanded unit and end-to-end test coverage, while keeping ArcGIS Server and SQL Server current
- Refine back-end database design and, based on user feedback, the front-end interface
- Build reporting, inventory tracking, complex data queries, resource reservation tools, and usage analytics
- Automate workflows with Microsoft Power Platform and integrate systems including ServiceNow and Microsoft 365
- Configure and administer Esri and other platforms: workflows, objects, fields, and declarative development tools
- Build data and system backup services, including off-island backup for the Pacific Island portals
- Design or supervise graphics that improve site appearance: images, banners, charts, and image maps
- Run usability testing with end users in person and by webinar, and involve users in solution design
- Work in agile sprints (planning, daily scrum, review, retrospective, backlog grooming) with DevSecOps CI/CD across development, staging, and production, automated unit, integration, and functional tests, and no configuration or sensitive data in source code
- Write and update user instructions and training materials as features change
REQUIRED
- Bachelor's degree in a related field, or equivalent experience
- 6 or more years of professional web development experience
- HTML, JavaScript, TypeScript, and Python
- Production experience with Django and Angular, plus working knowledge of .NET, WPF, and Salesforce Lightning Components
- Drupal or other web content management systems
- Familiarity with Microsoft Power Platform, ArcGIS Notebooks, and ArcObjects
- Strong written and verbal communication skills
- Ability to obtain and hold a Tier 4 Public Trust background investigation and a federal PIV credential
- Must reside in and be authorized to work in the United States
PREFERRED
- Section 508 accessibility testing and remediation on federal websites
- Django REST Framework and SharePoint development
- Work on an environmental information portal or similar government data portal
- Automated testing frameworks and CI/CD tooling
- Human-centered design and usability research
WORK LOCATION AND SCHEDULE
- Remote from anywhere in the United States
- The EPA client works Pacific Time. Core hours are 8:00 AM to 5:30 PM Pacific, Monday through Friday (11:00 AM to 8:30 PM Eastern), so you need to keep to Pacific hours
- A compressed schedule (nine-day, two-week block) may be available with client approval
- Occasional travel to San Francisco or other EPA sites, approved in advance, including a possible trip to complete PIV credential setup during onboarding
- During an environmental emergency, the client may ask for extended support
