About this role

Turn Data Into Insights. Turn Insights Into Impact.

Are you passionate about data, technology, and solving real-world problems? Do you enjoy transforming complex information into meaningful insights that help organizations make smarter decisions? If so, we invite you to bring your analytical skills and technical expertise to our team!

The City of Carmel is seeking a motivated, innovative, and detail-oriented Data Analyst to help drive data-informed decision-making and improve operational performance across city departments.

In this role, you will turn data into actionable insights, develop interactive dashboards and reports, streamline data integration processes, and help departments better understand and use the information that supports their daily operations and long-term goals.

Working at the intersection of data analytics, business intelligence, and data engineering, you will collaborate with teams across the organization to develop solutions that improve efficiency, strengthen reporting capabilities, and support strategic planning. Your work will help city leaders and employees make informed decisions that positively impact City services and the community we serve.

What You'll Do

  • Transform Data Into Insights: Collect, clean, validate, and analyze data from multiple sources to identify trends, patterns, performance opportunities, and areas for improvement.
  • Build Powerful Dashboards and Reports: Design, develop, and maintain interactive business intelligence dashboards, performance reports, and data visualizations using tools such as Microsoft Power BI or comparable platforms.
  • Solve Business Challenges: Partner with city departments to understand operational needs, define reporting requirements, establish meaningful performance metrics, and develop data-driven solutions.
  • Connect Systems and Data: Build and maintain automated data pipelines, ETL/ELT processes, and integrations that bring information together from enterprise applications, databases, APIs, cloud platforms, and external sources.
  • Strengthen Data Quality and Governance: Identify data discrepancies, establish consistent data definitions, document analytical methods, and support data governance, security, and privacy practices.
  • Make Data Accessible: Help employees understand and use reports, dashboards, and self-service analytics tools through training, documentation, and knowledge sharing.
  • Support Innovation: Collaborate with IT team members, application owners, vendors, and departmental stakeholders to improve data management, reporting capabilities, and enterprise analytics solutions.
  • Drive Continuous Improvement: Identify opportunities to automate processes, improve reporting efficiency, and turn complex technical information into clear, actionable recommendations.

What We're Looking For

We are looking for a collaborative problem-solver who combines strong analytical thinking with technical expertise and excellent communication skills. The ideal candidate enjoys digging into data, building practical solutions, and helping others use information more effectively.

What you will need:

  • A bachelor's degree in information technology, data science, statistics, or a related field, or an equivalent combination of education and experience.
  • Three to five years of experience in data analysis, business intelligence, analytics development, or data engineering.
  • Experience querying and analyzing relational databases using SQL, including Microsoft SQL Server, PostgreSQL, MySQL, or comparable platforms.
  • Experience developing dashboards, semantic models, measures, and calculations using Microsoft Power BI, Tableau, or similar business intelligence tools.
  • Experience working with data integration, automated workflows, and ETL/ELT processes using Microsoft Fabric, Azure Data Factory, or comparable technologies.
  • Experience working with cloud platforms such as Microsoft Azure or Amazon Web Services (AWS).
  • Experience with data modeling, data warehousing, data validation, data governance, and information security practices.
  • A valid Indiana driver's license, which must be maintained throughout employment.
  • Experience supporting enterprise applications, municipal business systems, or analytics solutions in a government environment is preferred.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
