**Schedule**

This position is eligible for a hybrid work schedule, with a minimum of three (3\) days in\-office based out of our West Sacramento office and two (2\) days working remotely.

**Summary**

Under general supervision, the Software Engineer performs a variety of professional, technical and analytical tasks related to the design, development, deployment, and maintenance of the Association’s information technology applications.

This position collaborates with key stakeholders to deliver well designed and constructed solutions that meet business needs, are of high quality, follow best practices, and utilize current and emerging technologies. This position performs related work as required.

**Essential Duties \& Responsibilities**

Software Development \& Application Engineering

  • Develop, integrate, document, and release applications under the full software development lifecycle, using Association standards and technologies.
  • Write clean, scalable, and well\-documented code following best practices.
  • Build and consume RESTful APIs and web services.
  • Design and develop PowerApps solutions (Canvas or Model\-driven).
  • Integrate Power Platform tools (Power Apps, Power Automate) with existing .NET services and databases.
  • Query relational databases (SQL Server, etc.), optimizing for performance.
  • Participate in code reviews, sprint planning, and daily stand\-ups.
  • Maintain and improve existing applications, including legacy code, through controlled change management.

Systems Analysis \& Solution Design

  • Contribute to technical architecture decisions.
  • Meet with subject matter experts and/or IT business analyst stakeholders to determine business requirements driving solution design and development.
  • Assist in preparing detailed design specifications for all custom applications.
  • Participate in the evaluation, customization, implementation, and support of third\-party applications.

Testing, Support \& Quality Assurance

  • Debug, troubleshoot, and remediate software defects and production issues in the Association’s information technology infrastructure.
  • Communicate and interface with end users, providing support and training on software applications.
  • Test applications, including unit, integration, and functional testing.

Collaboration \& Stakeholder Engagement

  • Collaborate with Business Analysts, Quality Assurance engineers, Product Managers, and other stakeholders throughout the development lifecycle.
  • Prepare technical documentation of systems.
  • Prepare written status reports and participate in project meetings as required.
  • Works collaboratively with team members and supervisor to resolve problems.

Strategic \& Organizational Support

  • Contribute to association and departmental strategic plans and objectives through subject matter expertise.
  • Remain current on best practices, trends, and innovations related to information technology and software engineering through professional development.
  • Uphold and model CSBA’s vision, mission, values, policies, and practices.
  • Demonstrate respect, honesty, and professionalism at all times.

Other Responsibilities

  • Adhere to an established work schedule and the organization’s timekeeping practices.
  • Limited vacation permitted during peak periods.
  • Work occasional overtime on evenings, weekends, and holidays as needed.
  • Perform a variety of other duties as assigned.

**Qualifications**

Education \& Experience

  • Any combination of training and experience equivalent to a bachelor's degree or higher with major coursework in information technology, computer science, or a related field with two (2\) years of professional experience in designing, developing, implementing, and supporting software applications.

Knowledge of

  • Object\-oriented programming (OOP) principles and design patterns.
  • ASP.NET Core / ASP.NET MVC / Web API.
  • Entity Framework / EF Core or other ORMs.
  • SQL and relational database design.
  • Version control systems (Git).
  • Front\-end technologies and frameworks (HTML, CSS, JavaScript, React, Angular).
  • Integration through RESTful APIs and web services.
  • Automated code analysis, quality, and security (Sonar Cloud, etc.).
  • Automated end to end testing (Playwright, Selenium).
  • UI/UX design and prototyping (Figma, Balsamiq).
  • AI capabilities (LLM, coding assistance, prompting, context, harness, loop, MCP, research).
  • Microsoft Power Platform (Power Apps, Power Automate).
  • Unit testing frameworks (xUnit, NUnit).
  • Cloud platforms and resources (Azure, AWS, Infrastructure as Code).
  • CI/CD pipelines (Azure DevOps).
  • Principles of software engineering, including Software Development Lifecycles (Agile, Waterfall, Hybrid).
  • Utilizing standard application software including word processing, database, desktop publishing, and spreadsheet software.
  • Research techniques, methodology, and procedures, file management, administration, storage, and handling techniques; and standard office practices and procedures.
  • Technical report writing practices and procedures.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Association staff.

Ability to

  • Perform a variety of functions in the design, development, implementation, testing, and maintenance of a variety of software applications.
  • Identify, evaluate, and solve programming problems; perform diagnostic checks and take appropriate corrective action; and design and implement new or revised systems and procedures for the automation of information processing.
  • Collect, analyze, and interpret procedures and data; develop sound conclusions, recommendations, and solutions.
  • Evaluate new technology and serve in an advisory capacity to supervisors and managers.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software application programs.
  • Understand and follow oral and written instructions.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of performing duties and responsibilities.

Supervisory Responsibilities

  • This position does not have supervisory responsibilities.

Environmental Elements \& Physical Demands

  • Employee works in a primarily sedentary office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employee is personally responsible for following health and safety guidelines, instructions, and policies.
  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties.
  • Must be able to sit at computer for extended periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment and visual acuity are required.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, hand truck available to assist.
  • Must be able to travel overnight on occasion throughout the state of California.

  • CSBA offers a hybrid work schedule, with a minimum of three (3\) days in\-office based out of our West Sacramento office and two (2\) days working remotely.
  • Paid Time Off:
  • Vacation: Accrues 10 days annually for hourly employees and 15 days annually for salary employees. The rate at which you accrue will increase annually with years of service.
  • Floating holidays: 32 hours annually accrue date of hire.
  • Separate sick leave accrual: 8 hours accrued monthly.
  • Holiday: 10 CSBA recognized holidays annually
  • December Office Closure: During the latter part of December each year CSBA closes its office. During this time, employees are paid for 6 days in addition to the December 25 and January 1 holiday.
  • Sabbatical Program: Employees with at least seven (7\) years of continuous full\-time employment in their current period of service are eligible for up to four (4\) weeks of paid leave.
