The Program Manager 4 (PM4) will serve as a temporary contract project manager to provide coverage and backfill for an internal Project Manager on leave. The candidate will manage an active portfolio of concurrent IT projects, with a heavy emphasis on vendor oversight, procurement-involved initiatives, and solution delivery across internal business units.
The primary responsibility of the PM4 is to drive projects from initiation through closure, maintaining schedule, scope, budget, and quality requirements while ensuring smooth operational continuity during the backfill period.
Responsibilities
- Portfolio & Project Delivery: Manage and track progress for multiple concurrent IT projects against established project plans, milestones, and deliverables.
- Vendor & Procurement Management: Oversee vendor performance, contractual compliance, and deliverables on vendor-led IT initiatives. Interface with software/hardware suppliers and internal procurement channels.
- Stakeholder & Team Alignment: Serve as the primary point of contact for project-related communications, balancing workloads across cross-functional teams and aligning deliverables with business goals.
- Risk & Issue Management: Proactively identify project risks and technical dependencies. Formulate actionable mitigation strategies and resolve issues with sensitivity and tact.
- Scope & Baseline Control: Manage project scope changes, obtain necessary approvals, and adjust project timelines or resource estimates as needed.
- Governance & Reporting: Deliver regular status reports to leadership, team leads, and key stakeholders outlining budget health, schedule tracking, accomplishments, and upcoming risks.
- Process Compliance: Ensure all projects adhere to State of Ohio IT governance, security standards, quality standards, and baseline project management templates.
Required/Desired Skills
Skill Required/Desired Amount of Experience demonstrated experience managing complex IT projects across full project life-cycles Required 7.0 Years experience tracking multiple workstreams, managing cross-functional technical teams, and reporting to senior IT leadership Required 7.0 Years hands-on experience using formal project management methodologies to deliver IT projects on time and within scope Required 7.0 Years experience in vendor oversight, third-party contract monitoring, or procurement-involved technology projects Required 5.0 Years Demonstrated experience managing vendor relationships, reviewing vendor deliverables, and ensuring contractual execution Required Strong expertise in risk identification, issue resolution, schedule tracking, and scope change control Required Exceptional written and verbal communication skills with the ability to bridge business requirements and technical solution delivery Required PMP (Project Management Professional) or equivalent project management certification Highly desired Familiarity with State of Ohio IT governance, security frameworks, and public procurement processes Highly desired Experience utilizing modern work-tracking, workflow, or project tools (e.g., Azure DevOps, Jira, Microsoft Project).
