Business Operations, Employee Engagement, and Strategy is part of IS&T and shapes the strategy, operations, and culture of IS&T. The team oversees business planning, IS&T’s partnership strategy across Apple, and the technology tools that support the organization’s day-to-day operations. This team also leads IS&T’s enterprise generative AI strategy and manages compliance across systems.

Through its communications and employee programs, it champions the growth, inclusion, and development of everyone in IS&T and drives the standard for IS&T brand and product communications across Apple.

We are looking for an exceptional Engineering Project Manager (EPM) to drive end-to-end delivery across our infrastructure portfolio in China:

  • Lead Infra project roadmaps, critical paths, dependencies, risks, and executive reporting across multiple
  • Partner with US and China engineering teams to synchronize infrastructure roadmaps with application delivery
  • Establish team cadences, clear ownership, and transparent progress tracking across distributed teams and time zones.
  • Serve as the main bridge across engineering, business partners, and local vendors to accelerate decisions and unblock teams.
  • Lead complex platform migrations and multi-cloud rollouts with phased cutover plans, contingencies, and change control.
  • Identify opportunities for cloud optimization, infrastructure efficiency, and cost governance across regional environments.
  • Ensure complete technical handoffs from provisioning through to operational support.
  • Communicate complex technical updates, trade-offs, and project status clearly to both engineering and leadership teams
  • Must be based in China and possess bilingual fluency in native Mandarin and English with the ability to collaborate and report effectively across both languages.
  • 5+ years of Technical Program Management (TPM) experience delivering infrastructure or cloud initiatives in global tech organizations.
  • In-depth understanding of operating in China, including local business practices, regulatory requirements, and cultural dynamics.
  • Demonstrated ability to bridge US-based global roadmaps with local China execution across time zones and organizational boundaries.
  • Proven track record of bringing structure and clarity to ambiguous, fast-moving programs without introducing unnecessary process overhead.
  • Highly self-motivated and independent, with exceptional prioritization and problem-solving skills under tight delivery timelines.
  • Demonstrated success managing large-scale infrastructure or platform migrations from initial architecture through cutover and operational handoff.
  • Strong multi-cloud exposure (AWS or regional cloud providers) with proven experience driving cloud optimization, workload right-sizing, and cost-efficiency initiatives.
  • Solid technical foundation in core networking concepts (DNS, load balancing, hybrid connectivity, routing) and database architectures (relational and distributed data stores).
  • Experience collaborating with regional telecom/datacenter partners and navigating strict security, privacy, and data compliance frameworks (e.g., China Cybersecurity Law, DSL, PIPL).
  • Exceptional program discipline with proven expertise in dependency mapping, critical path tracking, and automated KPI dash boarding.
  • BS/MS in Computer Science, Computer Engineering, or a related technical discipline, or equivalent practical experience.
