About this role
AFRY is strengthening its capacity to develop and deliver IFI- and donor-financed energy projects in Ukraine . We are recruiting a new Project Manager to provide a strong local interface for clients and stakeholders, coordinate AFRY’s international expertise and help convert investment needs and financing opportunities into successfully implemented projects.
The Project Advisor/Manager will support AFRY's growth in Ukraine by developing, managing, and implementing energy sector projects financed by International Financial Institutions (IFIs), donor organizations, and public-sector investment programmes.
The role focuses on translating investment opportunities into successfully implemented projects, supporting clients throughout the project lifecycle from project identification and preparation through procurement, implementation, and operational readiness. The position serves as a key interface between Ukrainian clients, funding institutions, authorities, contractors, and AFRY's international experts.
PM role focused responsibilities:
- Identify, develop, and structure energy sector investment projects in Ukraine, supporting clients from early concept definition through investment planning and implementation.
- Support preparation and implementation of IFI- and donor-financed projects, working with institutions such as EBRD, World Bank, EIB, NIB, NEFCO, KfW, Swedfund, and EU-funded programmes.
- Coordinate project preparation activities, including feasibility studies, technical assessments, implementation roadmaps, procurement support, permitting processes, environmental and social requirements, and financing considerations.
- Act as Project Manager for strategic energy sector assignments, leading multidisciplinary teams throughout project execution and ensuring successful delivery from concept development through implementation and commissioning.
- Manage project scope, schedule, budget, quality, risks, contractual obligations, and stakeholder engagement, in accordance with client requirements, IFI standards, donor requirements, and AFRY procedures.
- Coordinate collaboration between AFRY experts, clients, contractors, local partners, authorities, financiers, and other stakeholders, serving as a key interface throughout the project lifecycle.
Market Development and opportunity management:
- Build and maintain long-term relationships with Ukrainian utilities, municipalities, ministries, state-owned enterprises, industrial clients, investors, and international partners.
- Monitor reconstruction programmes, IFI investment pipelines, and market developments, identifying opportunities for AFRY to support project preparation, implementation, owner's engineering, technical advisory, programme management, and supervision services.
- Identify opportunities to expand AFRY's involvement across power generation, district heating, renewables, grids, energy storage, hydropower, owner's engineering, technical advisory, programme management, and related services.
- Support proposal preparation, project mobilisation, and opportunity conversion activities, contributing to implementation planning, delivery strategies, schedules, resource planning, and risk assessments.
About the team
The Project Manager will work as part of project-specific multidisciplinary teams rather than a single fixed local delivery team. The composition of each team will depend on the assignment and may include experts in power generation, district heating, renewable energy, grids, energy storage, hydropower, engineering, environmental and social matters, procurement, finance and project implementation.
The focus of our work
Our objective is to support the reconstruction, modernisation, resilience and transition of Ukraine’s energy sector. AFRY’s assignments may include feasibility studies, technical assistance, investment planning, technical and environmental assessments, procurement support, owner’s engineering, project implementation support, programme management, supervision and operational readiness.
The role will contribute to projects financed or supported by institutions such as EBRD, the World Bank, EIB, NIB, NEFCO, KfW, Swedfund and EU-funded programmes. Specific project names will only be included in the published advertisement where they can be disclosed publicly.
A typical workweek
A typical week may include discussions with Ukrainian clients and public-sector stakeholders, coordination meetings with funding institutions and donor organizations, management of AFRY’s international expert teams, review of project deliverables, schedules, budgets and risks, and follow-up of procurement, permitting, environmental and social and implementation activities.
You may also participate in project identification and proposal development, prepare implementation strategies and resource plans, coordinate site visits and technical meetings, and ensure that project activities comply with client requirements, IFI standards, donor requirements and AFRY procedures.
The balance between project management, stakeholder engagement, technical coordination and market development will vary according to the project phase.
How AFRY’s approach is distinctive
AFRY combines local stakeholder engagement with access to a broad international network of energy, infrastructure, environmental, social, commercial and project implementation specialists. This allows the Project Manager to assemble expertise around the specific needs of each investment and support clients across the full project lifecycle instead of focusing on only one stage or technical discipline.
The role therefore connects early-stage project development and financing requirements with practical engineering, procurement and implementation support. It offers the successful candidate a direct role in turning investment concepts into bankable and implementable projects with measurable outcomes for Ukraine’s energy sector.
Our expectations:
- Relevant university degree, for example in engineering, energy, business, economics, finance, international relations or another relevant field.
- Minimum 7 years of professional experience in energy, infrastructure, utilities, or industrial sectors.
- Demonstrated experience in the preparation and delivery of projects financed by International Financial Institutions (IFIs) and donor organizations, including EBRD, World Bank, NEFCO, KfW or similar institutions.
- Proven experience managing complex multi-stakeholder projects throughout the project lifecycle, from project development and investment preparation through implementation and delivery.
- Experience working with feasibility studies, technical assistance projects, investment programmes, owner's engineering, engineering consulting assignments, or project implementation support services.
- Strong understanding of IFI procurement rules, consultant selection processes, project implementation requirements, and financing frameworks.
- Experience working with utilities, municipalities, public authorities, industrial clients, investors, or developers.
- Strong commercial awareness and understanding of project development, investment planning, and infrastructure delivery.
- Excellent stakeholder management, communication, and relationship-building skills.
